Information about the Delegation of the European Union to Papua New Guinea.

Who we are

The EU maintains diplomatic relations with nearly all countries in the world. It has strategic partnerships with key international players, is deeply engaged with emerging powers around the globe, and has signed bilateral Association Agreements with a number of states in its vicinity. Abroad, the Union is represented by a network of 136 EU Delegations, which have a similar function to those of an embassy.

The Delegation:

  • Ensures the representation of the European Union to Papua New Guinea.
  • Ensures the follow-up of bilateral relations in the areas of political, economic, trade and external assistance cooperation.
  • Ensures the follow-up and the execution of the financial and contractual aspects of the assistance cooperation with Papua New Guinea.
  • Ensures the follow-up of European Union policies in all sectors.
  • Promotes and defends the values and interests of the European Union (including the promotion of human rights, democracy and the rule of law, as well as the collaboration between state and non-state actors).

Delegation Structure

The EU Delegation to Papua New Guinea comprises of three main sections that support the Head of Delegation; 1) Political Press & Information Section 2) Cooperation Section and 3) Administration Section

The Political, Press & Information Section, within its area of responsibility, supports the Head of Delegation in achieving his mandate by:

  • Establishing and maintaining relations with relevant authorities in Papua New Guinea, as well as regional or international organisations present in the country and the media, academic and civil society stakeholders.
  • Providing political intelligence and analyses.
  • Assisting to ensure EU co-ordination in the political, public affairs and information areas;
  • Pursuing EU policies in all areas protecting and promoting the EU’s interests and values, and its visibility.

The Cooperation Section, within its area of responsibility:

  • Ensures the follow-up and execution of the financial and contractual aspects of the development cooperation with Papua New Guinea.
  • Contributes to the programming process, monitors and reports on projects; 
  • Ensures the coordination of EU-funded programmes with programmes of the Government, Member States and other Development Partners.
  • Ensures that public and private actors under EU-funded programmes receive support and advice with regard to contractual procedures and rules.
  • Ensures the visibility of EU funded projects in Papua New Guinea.
  • Ensures that public and private stakeholders in Papua New Guinea are provided with information on European Commission activities beyond programmes under the Country Strategy Papers.
  • Ensures information and support of European Commission services at Headquarters in relation to the development cooperation between the European Commission and Papua New Guinea.

The Administration Section supports the Head of Delegation in achieving his mandate by: 

  • Assisting in the proper management of the Delegation resources in accordance with existing rules and regulations, in particular as regards the management of the staff, physical assets and security of the Delegation.
  • Assisting in Planning and Coordination.
  • Assisting in the Management of Administrative Expenditure.
  • Assisting in the Local Staff Management.
  • Assisting in the Administrative and Logistic Support.
  • Assisting in the Representation and Negotiation on behalf of the Delegation.
