The European Union 'Forestry, Climate Change and Biodiversity Programme (EU-FCCB) supports the Papua New Guinea ambition to ensure sustainable management of its natural resources and its transition to a green, carbon neutral economy. The programme will support a development model that reconciles climate change, environmental protection and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs, This nexus approach brings together actions at national, subnational and at pilot community and conservation area levels and the engagement of institutional, scientific, academic, civil society and private actors to deliver long-term sustainable impacts

•  Implementing partners: Expertise France (EF) (EUR 33.5m), the Center for International Forestry Research – International Council for Research in Agroforestry (CIFOR-ICRAF) (EUR 18.2m), and the Food and Agriculture Organization of the United Nations (FAO) (EUR 3m).

OBJECTIVES

1. Effective implementation of evidence-based FCCB policies, governance and institutional frameworks.
2. Increased knowledge and awareness on FCCB issues among PNG’s population.
3. Increased inclusive and gender responsive green public and private sector investments and deforestation-free livelihoods.

• Governance and coordination mechanisms for land use, forest management and climate finance.
• Public availability and accessibility to data and information for FCCB sectors.
• Multipurpose National Forest Inventory (NFI) methodologies updated and NFI implemented in three provinces.
• Forest and biodiversity monitoring systems.
• Access to climate finance and forest conservation finance.
• Policies, strategies and regulations for sustainable land use, protected areas, carbon market regulation, forestry management and renewable energy.
• National and international research and scientific collaboration on FCCB, including provision of scholarships.
• Civil society, including women and youth and traditional land owners, contribute to FCCB decision-making processes.
• Deforestation-free, resilient and inclusive food systems, agriculture and forest value chains and agribusiness options.

MAIN ACTIVITIES

• Development of key policies, regulations and plans on sustainable land use management and forest management at provincial and district level.
• Training of government officials on forestry, climate change and biodiversity best practices and regulations.
• Advise, train and support stakeholders in options and systems for transparent and functioning carbon trading.
• Promote digitization and traceability systems of deforestation free agriculture, including deforestation-free EU regulations.
• Strengthen higher education, post-graduate and research links, capacities, networks, and national and international exchange.
• Collection, analysis and publishing of National Forest Inventory data.
• Development of monitoring systems.
• Inclusive community forest management.
• Support access to commodity markets including for premium products.
• Awareness-raising activities and development of knowledge and communication resources.
• Creation of a Sustainable Livelihoods Practitioner’s Network.
• Strengthen the capacities of civil society including women's groups for advocacy, networking, monitoring, and reporting.
• Implementation of inclusive community-based income generating activities, land stewardship rewards and diversification of income generation options.
• Provision of grants to forest communities to support deforestation free livelihoods opportunities.
• Support communities and small and medium-sized enterprises on sustainable deforestation-free agriculture and forest value chains with focus on gender responsive value chains.
