PROPERTY PROSPECTING NOTICE 

Residence and offices

GENERAL INFORMATION

This notice is intended to inform property market participants as well as any other interested economic operators about the property needs of the Delegation of the European Union to Papua New Guinea (the ‘Delegation’) in Port Moresby, and to collect information on properties within a defined perimeter.

The Delegation is seeking a leased property in Port Moresby to serve as the official Residence for the EU Ambassador and EU offices

The preferred main characteristics of the property are specified below:

  • Location: Port Moresby, ideally Harbour City, Harbourside, Toua Guba or Ela Beach areas.
  • Typology: The property will include two separated entities: the EU residence and an office space for the Diplomatic Mission for about 7 staff. Each will have its own dedicated entrance and can operate independently.

  • Size: interior usable surface of max. 730m² (excluding exterior surfaces such as balconies and terraces, underground areas without natural light, technical rooms, guard houses, and garages) with max. 550 m² for the EU residence and range 130-180 m² for office space. 

  • Providing areas for:

    • Office space, ideally consisting of one office of around 50 m², 3 offices between 15 to 30 m², toilets, kitchenette and small technical room. Equipped with electrical, HVAC and sanitary installations. 

    • Residence:

      • Representational activities: accommodating a minimum of 14 guests for seated dinner events and 50 guests for standing receptions.

      • Private use: minimum 4 bedrooms (preferably 5), ideally with separate access, family room, and either a separate kitchenette or discreet access to kitchen during events.

    • Parking: for min 3 cars

  • Availability: Ready for occupation by 18 May 2027.

  • Contract: The lease contract should be for a minimum period of 8 years, renewable twice for the same period. As part of the contract, the lessor may be asked to adapt the office area to meet the EU requirements.

PURPOSES OF PROSPECTING THE LOCAL MARKET

This notice aims to collect information about properties which can meet the Delegation’s aforementioned needs. The information collected will be used to identify those properties suitable to the Delegation’s needs.

If, on the basis of the information collected, the Delegation considers that all or part of the properties offered can effectively meet its needs, it will launch a negotiated procedure in accordance with Article 167(1)(d) of Regulation (EU, Euratom) 2024/2509 of the European Parliament and of the Council of 23 September 2024 on the financial rules applicable to the general budget of the Union (the ‘Financial Regulation’) and Point 11(1)(g) of Annex I to the Financial Regulation.

This publication does not constitute, nor should it be construed as, a commitment on the part of the EEAS in its procurement procedures.

NOTIFICATION 

All property market participants and other interested economic operators owning or holding any property which can meet the Delegation’s needs are encouraged to notify the Delegation, by close of business on 18.06.2026, using one of the following methods:

  • registered delivery, as evidenced by the postmark, to the following address:

Only those notifications received by the deadline stated above and including the following information at least will be deemed as valid and considered by the Delegation:

  • Identity of the owner/holder of the premises/building;

  • Detailed description of the premises/building (including exact size of net surface area);
