The Agreement for Scientific and Technological (S&T) Cooperation between the EU and Brazil (2007) is the main framework of scientific collaboration.

Research & Innovation (R&I)

Additionally, there are other frameworks in place:

  • Implementing Arrangement (2016), signed by the EC and the Brazilian National Council of State Funding Agencies (CONFAP) to allow Brazilian researchers to join the European Research Council (ERC) teams.
  • Belém Statement (2017), signed by the EU, Brazil and South Africa on Atlantic R&I Cooperation, aimed at improving the scientific knowledge of marine ecosystems.
  • Administrative Arrangement (2018, 2021), signed by the EC Directorate General for R&I, the National Council for Scientific and Technological Development (CNPq), the Funding Agency for Studies and Projects (FINEP) and CONFAP to support Brazilian participation under the EU R&I programmes.

The 10th EU-BR Joint Steering Committee meeting under the S&T Agreement took place in March 2021 and recognised the central role of R&I in the EU-Brazil Strategic Partnership. It highlighted the importance to enhance bilateral and multilateral cooperation on Green, Digital and Global Health, in view of the Horizon Europe Programme (2021-2027).
