The Delegation of the European Union to Venezuela is searching for a property to be leased, to be used for the Residence of the European Union Ambassador.

This property should meet the European Union's requirements, concerning quality of construction, space, security and location.

We are looking for a self-standing house surrounded by a boundary wall (min 2.5 M).

  • Preferably, the house and compound should already be equipped with security installations such as CCTV system, fire alarm/smoke detectors, fire equipment, anti-intrusion alarm system and,  if not yet available, a guard shelter will be positioned at the main entrance of the Residence.
  • The house need also to offer possibility of a safe-haven place fully equipped with toilettes, strong door and extract door in case of fire emergency.
  • The building's useful surface area should preferably be of maximum 600 m².
  • The property must be equipped with sufficient and efficient air-conditioning and heating systems. Secure parking for at least two cars should be available. 
  • This self-standing house will also dispose of a secure standoff distance from the main street or any other surrounding buildings or houses. In addition, Adjoining properties must not have visual access to the interior of the property (including the garden) and must not be vacant land where construction is planned.
  • The property should be situated in one of the following areas of Caracas:
    • Chacao: Country Club, Campo Alegre, Altamira, La Castellana, Los Palos Grandes, Sebucán, Santa Eduvigis.
    • Baruta: Valle Arriba, Las Mercedes, Chuao, Colinas de Tamanaco.
  • Its location should be easily accessible and consistent with the needs of representation and visibility of an important diplomatic mission.
  • The required Residence should have separate reception area and private area.
  • The reception area should have an entrance hall, a reception area with sufficient space for official receptions for at least 50 guests; a dining room for at least 16 people with easy access to the kitchen (which must be separated from the reception area and the dining room); and its own toilets.
  • The private area should be separate from, and if possible independent of, the reception area. Three or four bedrooms minimum, with sufficient bathrooms.

The Residence must be compliant with all local building standards and regulations, in particular in terms of occupational health & safety, respect of the environment, fire prevention and anti-seismic construction codes. Compliance with EU standards or other international standards is a valuable asset. The overall quality of finishing as well as the technical and mechanical equipment facilities should be in line with EU or international standards.

The Residence should be available for occupation no later than 01/07/2024.

The European Union wishes to enter into a long-term agreement assumed to be for 10 years, with an option to extend and/or even purchase at a further stage.

Submitted proposals should provide:

  • A full description of the lot and/or the existing building, with pictures
  • Spreadsheets of surfaces in square meters
  • Information on rental and sale conditions, including rental price per square meter.
