Training on Developing Compliance Systems and Preventing Corruption Held in Uzbekistan with the Support of the EU and UNDP
Tashkent, Uzbekistan — 20–21 August 2025. Nearly 500 representatives of government agencies, organizations, and internal compliance control units took part in a two-day intensive training seminar on preventing corruption and improving the effectiveness of internal control systems.
The event, jointly organized by the Anti-Corruption Agency of the Republic of Uzbekistan, the Delegation of the European Union (EU) to Uzbekistan, and the United Nations Development Programme (UNDP), was held as part of reforms aimed at shifting from punitive anti-corruption measures to prevention and early detection of corruption risks. This direction directly reflects the priorities outlined by the President of Uzbekistan, Shavkat Mirziyoyev, in March 2025. The new approach envisions compliance not as a formal function, but as a practical tool for identifying risks, closing loopholes, and embedding principles of integrity and transparency into the daily work of state institutions.
The training programme covered a review of key regulations and legislative acts, work with the E-anticor.uz platform and its new module, as well as an analysis of common errors identified in the 2025 rating assessment. Participants took part in practical sessions with invited European experts, who shared insights on managing conflicts of interest, assessing the resilience of civil servants to corruption risks, and applying international methods for their reduction. The programme also included presentations of best practices by ministries and organizations, contributions from representatives of the Prosecutor General’s Office, the Ministry of Justice, and the “Social Opinion” Center, as well as group work on developing proposals to reduce bureaucracy and strengthen compliance systems.
This comprehensive approach will enable government institutions to detect and address corruption risks more quickly, streamline processes, and implement digital solutions. As a result, citizens will benefit from more transparent and efficient public services, while unified standards of integrity and openness will be reinforced across all state bodies.
