Call for Expression of Interest

Selection of eight (8) local Non-Profit Non-Governmental Organizations (NGOs) in the Fergana Valley to implement targeted activities under the Project "Facilitating region-specific approaches to addressing climate and environment-related risks for socio-economic stability" in Central Asia.

The Scientific Information Center of the Interstate Commission for Water Coordination in Central Asia (SIC ICWC), with the support of the United Nations Environment Programme (UNEP) and funding from the European Union (EU), is implementing the Project "Facilitating region-specific approaches to addressing climate and environment-related risks for socio-economic stability" in Central Asia.
The Project aims to strengthen the capacity of local stakeholders to identify environment and climate-related risks for socioeconomic stability at the community levels, and to programme effective risk reduction and response measures. In particular, the Project aims to equip and empower local communities in the Ferghana Valley, covering Kyrgyzstan, Tajikistan and Uzbekistan, as well as to increase engagement with a wider range of stakeholders to scale up actions to address climate-related risks. The Project also aims to unite local communities in the target countries into regional networks of practitioners.

SIC ICWC invites NGOs registered in the following regions: (1) Osh or Jalal-Abad oblast of the Kyrgyz Republic; (2) Sughd region of the Republic of Tajikistan; (3) Andijan, Namangan or Fergana regions of the Republic of Uzbekistan to express interest to work with local communities to plan and implement locally led adaptation measures, to be funded under the Project. 

Criteria for the selection of NGOs:

1. Implemented at least 3 environmental/climate-related projects at the local/community level in the past 10 years.
2. Developed curricula or training materials/manuals on climate change and adaptation over the past 10 years.
3. Organized capacity-building trainings (with participant and trainer counts) in the last 10 years.
4. Designed and conducted surveys or questionnaires among rural populations.
5. Has at least 5 years of experience collaborating with state and/or international organizations.
6. Has a qualified team available to deliver the work as outlined in the Terms of Reference
7. Demonstrated experience preparing analytical briefs, assessments, or reports.

The deadline for applications is July 9, 2025 at 18:00 Tashkent time.
