We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Uzbekistan works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the government of the Republic of Uzbekistan in areas that are part of the EU’s remit.

We offer

The post of Accounts Clerk (Local Agent Group 3) in the Delegation’s Administration Section. The team consists of five people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Administration, providing support, expertise and assistance in accounting/finance/administration.

Following main tasks and duties are currently required: 

  •        Execute accounting transaction in accounting system (commitments, payments) in accordance with the Financial Regulations and Implementing Rules of the European Union;
  •        Act as initiating financial officer;
  •        Assist in preparation of the Delegation's forecast of expenditure on the administrative budget;
  •        Follow-up and report on the consumption of the administrative budget of the Delegation;
  •        Coordinate the validation of third party files;
  •        Reconcile payments with bank statement;
  •        Prepare petty cash payments;
  •        Prepare replenishment of the Delegation's bank accounts;
  •        Correspond and communicate with EU budget and other relevant departments, when necessary;
  •        Prepare and calculate payrolls for local staff including submission of tax and pension statements to tax authorities on monthly basis via soliq.uz;
  •        Carry out reimbursement of VAT and other staff expenses (missions, medical etc);
  •        Prepare monthly closure of the Delegation’s imprest accounts
  •        Assist in encoding budgetary amendments;
  •        Assist in encoding the annual budget envelope/commitments of the Delegation;
  •        Maintain and update accounting files and registers, and other records relating to financial matters;
  •        Other administrative and/or tasks as designated by the Head of Administration and/or Head of Delegation.

The base salary will depend on relevant and verified employment experience, typically starting from EUR 1,187.00 (gross). There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurance and a retirement savings plan.

The expected start date will be around 01/06/2024. 

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • Bachelor’s degree or equivalent in economics, finance or economics with finance;
  • A minimum of 1 year of professional experience in a diplomatic mission;
  • Working knowledge (B2) both spoken and written of English, Uzbek and Russian languages is required. Language proficiency will be tested;
  • Candidates must be fully computer literate especially in working with MS Office software;
  • Enjoys civil rights and permits for employment under local law;
  • Medical fitness to carry out the tasks assigned. Only the selected candidate will be checked for medical fitness.

Assets / selection criteria (basis for awarding points to select the best applicant)

  • Level of language skills (written, oral) in required languages;
  • Specific national and/or international accounting/finance related trainings and certifications;
  • Accuracy in forecasting expenditure and understanding the budgeting processes;
  • Knowledge of both international and domestic accounting principles, rules and regulations;
  • Motivation, ability to focus on priorities and to meet deadlines;
  • Capacity to communicate clearly

 

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.

Depending on the number of applications received, successive phases of Selection will include shortlisting of candidates based on assessment of the information provided in the cover letter and CV; practical testing and interviews. The three best candidates will be invited to the final oral interview.

Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will use the same means of publication as for this job advertisement to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
