Overall and Specific objectives (simplified – for publication)

The overall objective of the action is: Strengthened capacity of the Philippine Red Cross (PRC) to provide more localized, inclusive and effective services to the most vulnerable individuals and communities, enabling community resilience and local ownership

Furthermore the action is organised around three specific objectives: (1) Philippine Red Cross (PRC) regional hubs in Surigao and Cebu are established to guarantee localized, well-functioning, efficient and effective coordination mechanisms; (2) Inclusive participation of local stakeholders, including communities and authorities, is enhanced through the PRC regional hubs activities and coordinated response; and (3) PRC regional hubs’ processes and systems are financially self-sustainable

Main target groups

Philippine Red Cross (inc. PRC chapters), with the final beneficiaries of the action being the populations of both Region 7 and Region 13, and especially the most vulnerable groups and individuals living in these areas

Main activities (simplified – for publication)

The main activities of the action are focussing on: (1) Establishing and adapting the organisation and general direction (strategy & policies) of the PRC regional hubs; (2) Generating and providing real-time intelligence / evidence based data systems; (3) Piloting, and learning from operating two regional hubs; (4) Building technical and operational capacity in the regional network of both regional hubs; (5) Improving the ability of communities and the most vulnerable to engage; (6) Adapting the regional hubs to a financial sustainability approach; and (7) Setting up a resource mobilisation strategy at regional level

Sustainability of the Project

The sustainability of the system set up in this action and the results it aims to achieve will be secured in various ways using the ‘FIETS’ (financial, institutional, environmental, technological and social) model’.

Financial sustainability: The aim is ultimately to develop the organization policies and procedures that allow the PRC to support a regional hub structure. From the policies then detailed investment will be undertake in investing in both the Human Resources in terms of capacity strengthening and in the positioning and intelligence gathering and strategic alignments through detailed mapping and assessing of financial opportunities and the development of resources mobilization and cost recovery strategies

Institutional and policy sustainability: Strong PRC ownership of the design of this action and full alignment with the PRC Strategy 2021-2025 and long-term vision for the PRC ensures PRC ownership and continuation of the approach beyond the life of the project. The action aligns with government priorities, strategies and policies (e.g. the NDRRMP, plans of the NEDA, regional plans, DSWD and DOH regional and municipal operational plans and strategies). By working through regional networks, the resulting coordination and cooperation will likely also contribute to the priorities, policies and strategies of other regional and local stakeholders and make accessing resources easier through the development of partnerships and collaborations. Institutional upsides of the action potentially seem to be high, while the downsides are low

Environmental sustainability: due to the nature of the action the potential environmental impact of the action is expected to be limited. To minimise the impact further, the NEAT+ approach would be used to assess and minimise potential environmental impact of the action itself.

Technological sustainability: all technological solutions that will be used/set up will be adapted to capacities and support that can easily, securely and cost-effectively be accessed, operated and maintained locally. Relevant staff will be trained/coached in the set-up, operation, maintenance and repair of technologies used, and redundancy in these capacities in teams will be ensured.

Social sustainability: all solutions and approaches used will be adapted to social and cultural conditions, expectations and needs, to ensure they are acceptable for all stakeholders involved and will be readily adopted by local stakeholders. This is facilitated through the strong local grounding of the PRC through its local network and volunteers.
