Tal como señaló la UE en las Conclusiones del Consejo de mayo de 2018, las elecciones presidenciales celebradas el pasado mayo en Venezuela no fueron ni libres ni justas. Sus resultados carecieron de credibilidad, ya que el proceso electoral no proporcionó las garantías necesarias para la celebración de elecciones integradoras y democráticas.

La UE lamenta profundamente que se hiciese caso omiso de su llamamiento «para que se celebren nuevas elecciones presidenciales de conformidad con las normas democráticas internacionalmente reconocidas y el orden constitucional venezolano» y que el presidente Maduro emprenda hoy un nuevo mandato sobre la base de elecciones no democráticas.

Se ha alejado así aún más la posibilidad de una solución constitucional negociada, a medida que sigue degradándose la situación política, económica y social en el país y aumentan los estragos de la crisis sobre la estabilidad de la región.

La UE insta al presidente Maduro a reconocer y respetar la función y la independencia de la Asamblea Nacional, como institución elegida democráticamente, a liberar a todos los prisioneros políticos, a respetar el Estado de Derecho, los derechos humanos y las libertades fundamentales y a hacer frente de inmediato a las acuciantes necesidades de la población.

La UE sigue convencida de que la única salida duradera a la crisis en Venezuela pasa por una solución política, democrática y pacífica, y está colaborando con socios internacionales y regionales en la búsqueda de una manera de propiciar las condiciones para que se lleve a cabo un proceso político creíble entre los actores venezolanos pertinentes. En este sentido, la UE reitera su voluntad de mantener abiertos los canales de comunicación.

La UE seguirá vigilando de cerca la evolución sobre el terreno y permanecerá dispuesta a reaccionar con medidas adecuadas frente a las decisiones y acciones que socaven aún más las instituciones y principios democráticos, el Estado de Derecho y los derechos humanos.

La UE también reitera el refuerzo de su compromiso en el contexto de la situación humanitaria y la crisis migratoria.

Declaration by the High Representative on behalf of the EU on the new mandate of President Maduro

As stated by the EU in the Council Conclusions of May 2018, the presidential elections of last May in Venezuela were neither free, nor fair. Its outcome lacked any credibility as the electoral process did not ensure the necessary guarantees for inclusive and democratic elections.

The EU deeply regrets that its call for "fresh presidential elections in accordance with internationally recognised democratic standards and the Venezuelan constitutional order" was ignored and that President Maduro is today starting a new mandate on the basis of non-democratic elections.

This only pushes further away the possibility of a constitutional negotiated solution while the political, economic and social situation in the country keeps getting worse and the impact of the crisis in the stability of the region is increasing.

The EU urges President Maduro to recognise and respect the role and independence of the National Assembly, as a democratically elected institution, release all political prisoners, uphold the rule of law, human rights and fundamental freedoms and urgently address the pressing needs of the population.

The EU remains convinced that a peaceful political democratic solution is the only sustainable way out of the Venezuelan crisis and is engaging with international and regional partners regarding how we might help create the conditions required for a credible political process amongst relevant Venezuelan actors. In this respect, the EU reiterates its willingness to keep the channels of communication open.

The EU will continue monitoring closely developments on the ground and stands ready to react through appropriate measures to decisions and actions that further undermine the democratic institutions and principles, the rule of law and human rights.

The EU also reiterates its reinforced engagement in the context of the humanitarian situation and migrant crisis.
