Statement by the EU Delegation to the United States on the Proposed Delisting of RUSAL and EN+

The European Union Delegation to the United States welcomes yesterday's U.S. Department of Treasury notification to Congress of its intention to terminate the sanctions imposed on RUSAL and EN+. As Secretary Mnuchin has indicated, these companies were sanctioned because of their ownership and control by Oleg Deripaska, not for the conduct of the companies themselves. Based on yesterday's announcement, Mr. Deripaska's ownership of the companies will be significantly diminished and he will no longer maintain control over them.

While we understand the rationale under which Russian oligarchs have been designated, it is important that the sanctions avoid unintended consequences for European companies. The delisting of RUSAL and EN+ is a significant step in mitigating such consequences as it will safeguard their production facilities in Europe and the livelihoods of 75,000 workers across the European Union.

The EU and its Member States are committed to maintaining a robust transatlantic economic sanctions regime against Russia. We continue to stand with the United States in enforcing sanctions related to Russia's aggression in Eastern Ukraine and the illegal annexation of Crimea. Transatlantic unity on sanctions policy between the United States and the European Union has been and remains the central pillar in achieving a change in Russia’s behavior.
