The European Union (EU) is an economic, social and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development cooperation and supporting the global values promoted by the United Nations. Abroad, the EU is represented by 145 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to Peru has established solid relations with National, regional and local Authorities, Parliament and the judicial system. We also work with the private sector, the academy, civil society organisations, international organisations, development banks and other like-minded partners.
The EU and Peru are associated in a strategic partnership aiming at progressing towards the Sustainable Development Goals, supporting the Authorities in complying with the OECD recommendations and promoting responsible investments and trade with the European Union. To achieve this goal, the European Union Delegation has established with the Peruvian Authorities, high level political and specific sectorial dialogues and cooperation initiatives implemented at local, regional, national and sub - regional levels with the objective to support the modernization of public policies and regulations and their implementation. Since 2020, the European Union has also launched a major financial initiative, called the Global Gateway, which aims at supporting infrastructures in five priority areas for development, in association with the State Authorities (financial and sectorial ministries), the private sector and development banks.

We offer a post of Senior Project Officer in the EUD Cooperation Section. The recruited person will be attributed functions detailed in the following paragraphs. The areas of those functions may evolve in time in accordance with the needs of the Institution.
Under this job function, the successful candidate will serve as a member of the Cooperation Section team and assume the responsibilities linked to this job. The Cooperation Section in the EU Delegation to Peru is responsible for the identification, formulation, implementation, monitoring and evaluation of the bilateral cooperation initiatives and assumes as well the responsibility of promoting the participation of Peruvian counterparts in EU regional and global programmes financed by the European Commission under DG ΓΝΤΡΑ overall responsibility.
Overall purpose:
Under the supervision of the Head of the Cooperation Section, the local agent will analyse sectoral public policies and legislation, develop strategies and activities, and support the design, implementation, and evaluation of cooperation initiatives. This includes managing relations with EUD external partners, facilitating dialogues in priority areas, overseeing projects and programmes, and contributing to both internal and external communication in line with EU external action priorities.
Functions and Duties:
Sector analysis, strategy formulation and programming:

Advice in the support of policy sectoral dialogue and policy definition with all relevant Ministries, Agencies, Donors, in particular EU Member States and other relevant stakeholders form the public and private sectors in the areas of priority.

Prepare sectoral analyses of public policies and legislations.
-
Translate the recommendations of sectoral analyses into cooperation activities in the EU priority areas in the country (including the alignment with regional and global priorities).
Sectoral, programme, project and initiative reporting:
-
Monitor and report regularly and in timely fashion on EU supported sectoral dialogues, programmes, projects and initiatives as well as in response to any specific requests from the Head of the Cooperation Section.

Organise and participate in regular monitoring visits of cooperation projects or visits of the hierarchy.
Delegation’s project cycle management:
- Contribute to the definition of cooperation strategies, the preparation of the EUD programming and financing documents.
- Participate to the drafting of ToR for the identification and formulation of cooperation activities.
- Participate in the tendering and contract-awarding processes related to the programmes under her/his responsibility.

Ensure regular supervision of the projects:
- Advice in launching, managing and monitoring calls for proposals, tenders, evaluation and selection of projects.
- Examine and submit for approval the operational plans, and the review of technical and financial reports of projects.
- Advice the Head of Section in the treatment of the payment requests submitted to the EUD.
- Advice in the preparation and follow-up of operational monitoring, audits and evaluation of projects.
- Ensure the updating of the database related to the projects and Sectors under her/his responsibility.
- Ensure the preparation and updating of standardized information fiches on each of the priority sectors under his / her responsibility (including context, policies, legislation and full information about EU and EU MS action in the sector).
- Deal with horizontal activities, networking and visibility aspects of programmes and projects.
Representation, Negotiation, Participation

Maintain close and effective contacts with the local EU counterparts in the area involved in cooperation strategies and activities, with the federal, state and local authorities and institutions including congresses, representatives of the Member States Diplomatic missions and agencies, representatives of the principal international donors, private sector organizations, the Academy and local and international NGOs active in the country.

Contribute to liaising with Headquarters, prepare and assist in missions from Headquarters.
Communication relating to cooperation objectives, policies and activities

Provide adequate and updated information to the EUD colleagues in charge of communication, prepare briefings, press release and contribute to publications when appropriate.

Prepare and update internal fiches related to the Actions under his / her responsibility.

Promote EU principles and policies related to the EU cooperation objectives

Extract and disseminate best practices and facilitate exchange of experiences with local counterparts in the area of cooperation.
We offer a post in an international environment for a local agent in a functional group 1, working 37.5 hours per week and a starting salary of 16.832 PEN per month.
Benefits, such as additional pension scheme and medical insurance, are being offered by the EUD to employees and their families under conditions specified in the contract with the local agent.
Selection Criteria:
education and training – University Master Degree, preferably in Law, political, economic or social sciences.
Experience – at least Fifteen years of experience

Specialist knowledge
- Sound knowledge of EU policies and activities in external relations and cooperation with third countries.
- Sound knowledge of EU relations and cooperation between the EU and Latin America.
- Previous experience in Project management within the EU institutions and field experience in Latin America.
- Sound knowledge of public policy making, public affairs management, public investments and decision processes in the Peruvian administration.
- Sound knowledge of the private sector functioning in Peru.
- Good knowledge of the design and launch of financial instruments such as bonds and guarantees would be an asset.

Technical knowledge
At least 15 years of experience pertinent to the duties to be carried out - in particular in terms of articulation, dialogue, multi-stakeholder coordination, especially between the public and private sectors, project cycle management (programming, implementation, monitoring), policy dialogue and in the management of EU funded initiatives in Peru.
Skills
Linguistic skills - High level written and oral knowledge in Spanish and English are requested. Knowledge of other EU Member State languages would be an asset.
Communication skills - Basic computer skills required. Strong ability to communicate technical or specialised information. Proven experience in coordinating with high-level public stakeholders, including government and private sector decision-makers. Solid negotiation skills and a high capacity to adapt swiftly to evolving environments and strategies.
Interpersonal skills - Capacity to interact efficiently with colleagues from the Delegation, Headquarters and EU Member States and external stakeholders, at all levels, including with high-level officials and representatives of the private sector, civil society the academy and international partners such as development agencies and banks.
Intellectual skills - Strong capacity to analyse and structure information – in particular related to sectorial policies in Spanish, English.
Management skills - Proven capacity for project management and internal and external coordination. Ability to work in a team and to coordinate, provide technical assistance and follow-up with project and program work teams.
PERSONAL QUALITIES
Initiative, responsibility, and a constructive mindset within a multicultural environment. Results-oriented, with strong teamwork and diplomatic skills, high adaptability to change, and proven ability to perform under pressure.

The process
