The European Commission’s Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO) funds relief operations for victims of natural disasters and conflicts outside the European Union. For humanitarian aid, the Commission works with about 200 operational partners, including United Nations agencies, the Red Cross/Crescent movement and non-governmental organizations (NGOs). Aid is channelled impartially, straight to victims, regardless of their race, ethnic group, religion, gender, age, nationality or political affiliation.

ECHO announces the position for an Administrative Logistics and Finance Assistant for its office based in Kabul.  This position is open to nationals and other residents of Afghanistan with valid work and residence permits.

JOB DESCRIPTION

The Administrative Logistics and Finance assistant is responsible for managing the procurement process, preparing purchase orders, drafting contracts and ensuring proper renewal of contracts, updating procurement plan and maintaining records, assists in contractor selections by gathering procurement specifications and tender bids received from suppliers, and verifying invoices. He/She follows up use of assets and ensures maintenance of equipment, setting up Information technology (IT)/workstations for ECHO staff and follows up the use and maintenance of IT and communication equipment in close liaison with the Information and Communication Technology Manager.  He/She has fleet management duties including coordination of movements, drivers’ shifts and maintenance of vehicles.  He/She maintains an up-to-date inventory, labelling office property, and verifies and updates monthly inventory list.  He/She ensures good maintenance and functionality of all security equipment/devices and maintains the first-aid kits. The jobholder plans and executes office administrative and financial functions including filing of relevant documents, supporting the preparation of seminar/events/travels, contributes to financial reports; maintains petty cash; ensures back-up and continuity in case of absence of Administrative and Finance Assistant (AFA).

JOB REQUIREMENTS

Education:

  • First level university degree in a relevant field or equivalent professional experience.

Knowledge and Experience:

  • Minimum 5 years of relevant work experience at national or international level in the area of administration, procurement, logistics, finance;
  • Knowledge of working processes (purchase orders, preparation of contracts for services and goods, tendering, protocol, treasury, budget and accountancy, etc.); 
  • Knowledge in accounting; Previous experience in a Governmental or other International Organisation is an advantage; 
  • Driving experience including a good knowledge of the country/region; 
  • Proven knowledge of car maintenance;
  • Good communication skills;
  • Capable of working under pressure in a multitasking position;
  • Ability to work in a multicultural environment;
  • Good experience in the usage of computers and office software packages (MS Word, Excel, etc.)

Languages:

  • Excellent knowledge of English (verbal & writing) 
  • Excellent knowledge of Pashto and/or Dari (verbal & writing) – excellent knowledge of both is an advantage.

THE EMPLOYMENT CONDITIONS

The contract is initially for one year with possibility of renewal subject to a successful completion a 3- month probationary period and following a positive annual evaluation. 

As an indication, the monthly basic salary range is EUR 2,401 which corresponds to five years of relevant experience and will be adapted according to the exact duration of relevant professional experience supported by a work certificate.  Besides the basic salary, the employee will receive disability/retirement allowance, 13th month salary, transportation allowance, food allowance, as well as a medical coverage. (The salary is subject to local taxes.)
