ASEAN-EU Joint Statement on the implementation of the Paris Agreement
ASEAN and the European Union,
Celebrating the 40th Anniversary of their partnership this year – a partnership that has contributed to helping address important global challenges;
Recognising that climate change poses a shared challenge to all nations and peoples;
Welcoming the work of the United Nations Framework Convention on Climate Change (UNFCCC), and the entry into force of the Paris Agreement on 4 November 2016;
Recalling that, as part of global efforts in the context of the implementation of the Paris Agreement and taking into account Common but Differentiated Responsibilities and Respective Capabilities in the light of different national circumstances, the provision of the means of implementation will assist ASEAN Member States and other developing country Parties to pursue and enhance mitigation and adaptation efforts and fulfil their implementation of their Nationally Determined Contributions (NDCs);
Hereby:
1. Consider climate change and the transition towards a low greenhouse gas
emissions and climate resilient pathway more than ever as an imperative;
2. Reaffirm their full commitment to the effective implementation of the Paris
Agreement under the Convention while calling on all Parties to keep up the
momentum created in 2015;
3. Consider the Paris Agreement a historic achievement that reflects a delicate
balance and allows each Party to forge its own strategic path, while at the same
time promote international cooperation taking into account national interests, to
contribute towards climate resilient development and global low greenhouse gas
emissions. To this end, Parties will work together to strengthen the global
response to the threat of climate change, in the context of sustainable
development and efforts to eradicate poverty in order to keep a global average
temperature rise to well below 2°C above pre-industrial levels and to pursue
efforts to limit the temperature increase even further to 1.5°C above pre-industrial
levels;
4. Strengthen the support for ASEAN to implement adaptation and mitigation
measures and to enhance ambition on means of implementation and transparency
of support during the pre-2020 period and beyond;
5. Look forward to working with the incoming Fijian Presidency of the UN
Climate Change Conference of the Parties (COP 23) to be held in Bonn, Germany
in November 2017, the outgoing Moroccan Presidency as well as with all Parties,
to protect and promote environmental sustainability and building partnership for a
clean and green environment between ASEAN and the EU, and to prepare the
ground for the completion of the Paris Agreement work programme at COP 24 in
Katowice, Poland in 2018.; and
6. Reaffirm our commitment to work together with all stakeholders to combat
climate change and its impacts, consistent with the broader outcomes and goals of
the 2030 Agenda for Sustainable Development and the Paris Agreement.
