Ms Nicaise is a career official of the European Union since 1998. For the last 27 years, she has been working in various capacities in Brussels as well as in Kyrgyzstan, Ukraine and India. Before coming to Mongolia she served as the Deputy Head of the European Union Delegation to Vietnam.

Ms Nicaise holds a Master in International Law and an MBA in Political Sciences and International Relations at the Université Libre de Bruxelles. Her mother tongue is French, and she speaks fluent English and Russian.

Message from the Ambassador

Dear visitor,

On behalf of our team, it is my great pleasure to welcome you to the official website of the Delegation of the European Union (EU) to Mongolia. It provides an overview of our activities in Mongolia in the fields of foreign policy, development cooperation, trade and economy, human rights, climate change, higher education as well as culture. You will also find here an open door to the EU, its institutions and its policies.

For the EU Mongolia is an important partner. Since the establishment of diplomatic relations in 1989, we have supported the country's transition to democracy and market economy. With the establishment of the Delegation in Mongolia in 2017, our dialogue and cooperation deepened. For instance, over the past three years the portfolio of the EU-funded projects in Mongolia has increased from EUR 12 million to EUR 135 million of on-going projects.

The Delegation’s role is to strengthen the EU-Mongolia partnership for the benefit of Mongolian society and its citizens and to bring our bilateral relations to full compliance with the vision and aims of the EU-Mongolia Partnership and Cooperation Agreement (PCA) that entered into force in 2017. It is important for increasing Mongolia’s resilience, promoting economic diversification and helping the reforms to advance beyond the non-return point, thus allowing our partner to enjoy all of the benefits of the shared values of democracy, human rights and rule of law.

From the beginning of the coronavirus outbreak, the European Union has been very active in supporting global efforts to fight the spread. From scaling up its financial support to partner countries, to allocating funds for emergency supplies delivery, and investing in research. Team Europe (the EU and its Member States) is one of the lead contributors to the COVAX facility with over EUR 3.2 billion to help secure 1.3 billion doses of vaccines for 92 low and middle income countries, including Mongolia, by the end of 2021. Last spring we delivered more than 90 000 doses of vaccines to Mongolia.

Beyond vaccine procurement and delivery, we also mobilised - as Team Europe - a global package for COVID recovery, amounting to EUR 40.45 million along three main lines of response: i) tackling immediate needs for prevention, protection, medical care and crisis response, and strengthening the health system; ii) address public finance management, employment, and SMEs challenges; iii) addressing the needs of the most vulnerable population and mitigating the socio economic impact of COVID-19.

Going forward, the key areas of work will be on supporting Mongolia to build back better. We are currently benefitting from a good momentum as the next programming exercise (the Multi-Annual Indicative Programme) for 2021-2027 is entering its final stage. Together with the EU Member States and following rounds of consultations with local, international and European authorities and partners, we have identified two priority areas where our work will focus on. These will be green sustainable development and democratic and economic development. Together with the EU Member States as Team Europe, European financial institutions and other European partners, we will also work in the incoming period on sustainable natural resource management and value chain development in Mongolia.
