The government of Mozambique requested that the European Union conduct a training and capacity-building mission to strengthen its Armed Forces and, on October 15, 2021, the mission was initiated. It was meticulously planned in conjunction with other international partners and expanded upon the training that the Portuguese Armed Forces undertook.

At the moment eleven European Union member states (Portugal, Spain, France, Belgium, Italy, Austria, Lithuania, Estonia, Greece, Romania, Finland) and other two partners (Serbia and Cape Verde) are involved in the European Union Training Mission in Mozambique (EUTM-MOZ).

The J1 Head and J1 OPS officer compose the J1 Branch (Personnel/Human Resources), which is one of the nine Branches of the Mission Force Headquarters from EUTM-MOZ (MFHQ EUTM-MOZ). The J1 Branch is in charge of manpower and personnel, which includes responsabilities related to all personnel support and human resources in the Mission area.

The EUTM-MOZ J1 Branch closely monitors all the procedures for personnel tracking and reporting in close coordination with the Senior National Representatives (SNR) from each country, MFHQ J Heads, Mission Force Commander (MFCdr) cabinet, and Mission Support Cell in Brussels. J1 also provides guidance and support to the MFCdr in handling personnel recognition and rewards, replacements, leaves, and assessments. Additionally, keeps an up-to-date Crisis Establishment List (CEL) in close coordination with SNRs from Troop Contributing Nations (TCN). Make sure that the CEL is kept up-to-date and that job descriptions for new vacant positions are prepared. Also responsible for handling the in-out processing of EUTM-MOZ personnel.

On behalf of the MFCdr the J1 Branch, in collaboration with the Mission Support Cell (MSC), is responsible for updating the CEL with new needs and requirements, to provide information to the Global Force Generation Conference (GFGC), where are discussed all operations and missions commanded by the European Union and where Member States formally offer military personnel to support the mission as needed.

In addition, the J1 Branch facilitates coordination on matters related to EUTM-MOZ personnel (both current and incoming to the Mission area), between the mission and European Union Delegation (EUDEL) or with represent official entities in Maputo (such as Embassies, Attaches and others).

At MFHQ EUTM-MOZ, the J1 Branch has specific and well-defined responsibilities to guarantee the fulfilment of manpower and personnel-related tasks. Coordination with other entities ends up being a necessary extension to solve situations that do not depend directly on the mission itself.
