Training for Tomorrow: EUTM RCA’s Lasting Impact on FACA

 

Parallel to the recently commenced officers course in the Central African Republic (CAR),  broader progress is being achieved in related training efforts. An illustration of how structured, sustained initiatives are strengthening the Central African Armed Forces (FACA) over the long term.

 

In this context, 22 FACA officers have successfully completed a beginner-level English language course. Conducted over a period of twelve weeks at EFOC (École de Formation des Officiers Centrafricains—Central African Officers' Training School), with classes held three times per week. It wasn’t just about language; it was about opening doors. By the end, those officers could communicate, collaborate, and engage in ways that had once seemed distant.

The training was delivered by FACA instructors from the Office of Studies, Interpretation and Translation of the Ministry of National Defence and Army Reconstruction, with continuous support from EUTM RCA. As the first module of a three-tier programme, comprising beginner, intermediate, and advanced levels, the course provided participants with fundamental language knowledge and essential communication skills. EUTM’s contribution focused on providing course materials, mentoring instructors in lesson preparation and delivery, and enhancing overall learning conditions. This approach ensured not only the successful completion of the course, but also the reinforcement of local training capacity.

At the same time, 28 FACA officers and non-commissioned officers have begun an Administration Course. Over the next twelve weeks, participants will follow a comprehensive management programme aimed at strengthening their organisational and administrative competencies. The training is designed to equip personnel with the knowledge required to effectively carry out administrative functions within military units, thereby contributing to improved efficiency and coherence in command structures.

Together, these initiatives demonstrate EUTM RCA’s consistent focus on generating structural, long-term impact. By investing in the development of both instructors and trainees, and by embedding sustainable training practices, EUTM RCA continues to enhance the professionalisation of FACA. The results achieved so far underline the effectiveness of this approach and confirm its contribution to building enduring institutional capacity.

EUTM-RCA contributes to reform the Central African Republic defence sector within the framework of a wider Security Sector Reform, in close coordination with other International Support Missions such as the EU Delegation in Bangui, the United Nations Multidimensional Integrated Stabilisation Mission in the Central African Republic (MINUSCA) and the European Union Advisory Mission (EUAM). The mission support the Central African authorities and is engaged in three domains: strategic advice, operational training and education.
