The European Union and Tajikistan held the thirteenth annual Human Rights Dialogue on 7 December 2022. The dialogue allowed for a frank and constructive exchange on a wide range of human rights issues in Tajikistan, including women’s rights, gender-based violence and non-discrimination, where the EU welcomed ongoing efforts to strengthen the legal framework. On prevention of torture and other forms of inhuman treatment as well penitentiary reform, the Parties discussed measures to address shortcomings and the need to establish an independent monitoring system and effective judicial follow-up. 

Particular attention was dedicated to the freedom of expression and access to information offline and online. The EU expressed concern about the working environment for journalists, human rights defenders, as well as civil society more broadly. The EU expressed serious concerns with human rights situation in Gorno-Badakhshan Autonomous Region, in connection with the events of November 2021 and May 2022 and called for an independent investigation. The EU urged the authorities to uphold the international fair trial standards. Several individual cases were also discussed.

With respect to Tajikistan’s ambition to join the GSP+, the human rights dialogue was complemented by consultations with a variety of state and non-state actors, with a view to assess the effective implementation of the 27 core UN conventions on human rights, labour rights, climate change and the environmental protection as well as  good governance.

A regular dialogue on the rule of law and human rights is an essential part of our bilateral relations. Progress in respect for human rights and fundamental freedoms is of particular importance in view of the upcoming negotiations of the Enhanced Partnership and Cooperation Agreement between the European Union and Tajikistan. 

The meeting took place in Dushanbe. Mr. Firuz Orzuzoda, Head of the Human Rights Guarantees Department of the Executive Office of the President of Tajikistan led the Tajik Delegation, with participation of Deputy Ministers and representatives of key government bodies. The EU Delegation was led by Mr Dietmar Krissler.
