Strengthening Resilience Through Partnership: EUMAM Mozambique
A clear example of this approach was marked on 28 January 2026, with the signing of a cooperation agreement between EUMAM MOZ and LENMED – Maputo Private Hospital. This partnership represents a tangible investment in the operational readiness and well-being of EU personnel deployed in Mozambique, while simultaneously strengthening ties with a key regional healthcare provider.
By reinforcing EUMAM MOZ’s Role 2 medical support capabilities, the agreement ensures greater redundancy, responsiveness, and continuity of medical care aligned with the Mission’s operational requirements. In practical terms, it means faster access to specialised treatment, enhanced emergency response options, and improved resilience in a complex and evolving operational environment. Strategically, it reflects the EU’s understanding that the protection of its personnel is inseparable from mission effectiveness and sustainability.
Cooperation with civilian institutions such as LENMED lies at the heart of EUMAM MOZ’s integrated approach. With its extensive healthcare network (ranging from outpatient services to advanced surgical care across Maputo, Beira, and neighbouring countries including Botswana) LENMED brings regional depth and medical expertise that complement the Mission’s internal capabilities. The agreement also opens avenues for future collaboration, underscoring a shared commitment to long-term cooperation rather than short-term solutions.
This health-sector partnership unfolds against the backdrop of a mission deeply embedded in the human terrain of Mozambique. Led by Commodore César Pires Correia of the Portuguese Navy, EUMAM MOZ brings together 83 military and civilian personnel from 12 nationalities. Until the end of its mandate in June 2026, the Mission continues to support the development and consolidation of the operational skills of the Mozambican Defence Armed Forces (FADM), while remaining attentive to the broader social environment in which security is built.
That attentiveness is particularly visible through the work of the Mission’s J9 Civil-Military Cooperation (CIMIC) branch. Often operating away from the spotlight, J9 ensures that social, cultural, and human factors are systematically integrated into planning and activities. This human-centred lens has translated into concrete actions. From water rescue and Basic Life Support awareness training conducted with the Repensar Environmental Education Cooperative at Macaneta Beach, to targeted support for communities affected by seasonal floods in Maputo.
In recent weeks, EUMAM MOZ has also demonstrated its commitment to social resilience by supporting families displaced by flooding through donations to ADPP (Aid from People to People) and by assisting vulnerable children as the new school year begins. Donations of clothing, school supplies, books, and hygiene items to organisations such as AACOSIDA and the Centro de Acolhimento Missão de São Roque are modest in scale, yet significant in impact, reinforcing trust and solidarity between the EU and local communities.
At the same time, the Mission remains firmly focused on its core mandate of capacity building. Support to the Forward Air Controller Course at Mavalane Training Camp illustrates EUMAM MOZ’s contribution to strengthening the Mozambican Air Force, enhancing interoperability, and fostering professional military standards aligned with international best practices.
Underlying all these efforts is an understanding that operational effectiveness begins with people. This principle guides not only external engagement, but also internal leadership, as reflected in the work of the Mission’s Personnel Branch under Lieutenant Colonel Irina Dautartienė of the Lithuanian Armed Forces. Ensuring that each member of the Mission is properly integrated, supported, and prepared is essential to delivering results on the ground.
Taken together, these initiatives paint a coherent picture of EUMAM MOZ as a mission that combines military assistance with strategic partnership, operational discipline with humanitarian awareness, and security objectives with human security. EUMAM Mozambique helps the Quick Reaction Forces (QRF) of the Forças Armadas de Defesa de Moçambique (FADM) to achieve a sustainable operational cycle in accordance with International Humanitarian Law no later than June 2026. It combines advising, mentoring and specialised training.
