The fourth High-Level Political Dialogue between the European Union and the State of Qatar took place in Doha on 3 July.

The discussions covered key regional and international developments, notably the recent Iranian attacks on Qatari soil. The EU expressed its strong solidarity with Qatar condemning these attacks, emphasising the need for respect of territorial integrity and sovereignty and to uphold the ceasefire. Talks also addressed efforts for de-escalation between Iran and Israel. The two sides exchanged in depth on the war in Gaza and its repercussions to the region, and the urgent need for humanitarian aid, as well as Russia’s war of aggression against Ukraine. They also welcomed Qatar’s important mediation efforts that led to the recent peace agreement between the Democratic Republic of the Congo and Rwanda, signed in Washington on 27 June.

Both sides agreed to continue deepening EU-GCC cooperation—a vital element for the security and prosperity of their shared neighbourhood. The Dialogue reaffirmed both sides’ commitment to strengthening the comprehensive EU-Qatar partnership in multiple areas such as conflict prevention, humanitarian assistance, energy including renewable sources, trade and investment, and research and innovation, including through the negotiation of a Strategic Partnership Agreement. Both parties agreed to continue constructive engagement on issues of mutual interest and to make use of still untapped potential in bilateral cooperation.

The meeting was co-chaired by the Deputy Secretary-General for Political Affairs of the European External Action Service (EEAS), Olof Skoog, and the Minister of State for Foreign Affairs of Qatar, Soltan bin Saad Al-Muraikhi.
