Partnership Beyond Borders

 

In the heart of Central Africa, where challenges often outweigh resources, a quiet transformation is taking  place, through partnership.

 

At Camp Moana in Bangui, officers and advisors from different nations gather each day with a common purpose. Romanian and Portuguese personnel within the Advisory Group of EUTM RCA work side by side with representatives of the Central African Ministry of National Defense and the Armed Forces (FACA), contributing to a collective effort focused on sustainable defense reform and institutional development.

Although the Advisory Group is a compact multinational team, its impact reaches far beyond its size. Through its four specialized areas (Human Resources, Command and Control, Logistics, and Finance) the team supports the restoration of a structured and coordinated defense reform process. Each advisor contributes expertise, but progress is achieved through cooperation and constant dialogue.

Meetings between national authorities and international partners are more than formal exchanges. They serve as opportunities to strengthen institutional coordination, promote mutual understanding, and build long-term trust. Every discussion, recommendation, and joint activity reinforces a shared vision for effective and sustainable defense governance.

This spirit of partnership is equally visible in the launch of the new CT2 Santé course dedicated to pre-hospital healthcare and trauma management.

Within the training facilities, FACA medical personnel participate in demanding practical exercises designed to improve emergency care, trauma response, medical evacuation support, and healthcare administration. EUTM RCA instructors guide the training while encouraging autonomy, technical competence, and operational readiness among the participants.

The relationship between trainers and trainees evolves through daily cooperation and shared experience. Knowledge is developed together through continuous engagement and professional exchange. The objective remains clear: to strengthen the long-term effectiveness of FACA medical and institutional capabilities while reinforcing their autonomous healthcare support capacities.

Throughout every advisory meeting, training session, and field exercise, partnership remains the defining principle of the mission. EU advisors, together with Central African authorities and personnel, demonstrate that meaningful reform is achieved through collaboration and trust.

Through this continued cooperation, EUTM RCA remains committed to supporting coherent, effective, and sustainable defense governance reforms for the future of the Central African Armed Forces.
