MILEX 25

MILEX tests the EU's readiness to respond to a crisis with military forces. For the past number of years the EU has been conducting military exercises called MILEX to test the effectiveness of military command structures and procedures during crisis management exercises.

This year's EU Military Exercise is MILEX 25 and is a two-part exercise. 

  1. A Command Post Exercises (CPX) simulating EU Alert Procedures and testing of pre-selected Military Rapid Reaction Measures
  2. A Live Exercise (LIVEX) simulating the deployment of forces.

The first part, the CPX, will take place from 4 - 6 March 2025. The Operational headquarters (OHQ) will be the Military Planning and Conduct Capability (MPCC) based in Brussels. During the CPX, the MPCC will be augmented by key personnel from Member States.

LIVEX 2025

The second part, LIVEX, will take place in Hungary from 25 March - 10 April 2025. These live exercises involve using joint military forces and capabilities from EU Member States. The Operational Headquarters (OHQ) will once again be the MPCC in Brussels, while the Force Headquarters (FHQ) will be EUROCORPS who will deploy a Forward Headquarters to PAPA Airbase in Hungary for the duration of LIVEX 25.

The EU has been conducting military exercises in crisis management since 2002. In keeping with the guidelines set out in the Strategic Compass, the EU is now conducting more regular exercises, including live exercises.

Crisis response and rapid deployment capabilities challenged

The European Union Crisis Management Military Exercise (MILEX) is the EU's premier annual military exercise. It is designed to enhance the EU’s crisis management and rapid deployment capabilities.

MILEX25 saw forces from 13 EU Member States training together in Hungary. The exercise presented a complex strategic synchronisation challenge, from a strategic deployment transitioning to a standard field training exercise.

MILEX also serves to validate the EU's military readiness. MILEX25 is evidence that EU has made significant progress as a security provider.
