Planning the Future of European Military Readiness: Initial Planning Conference for MILEX 25 - I / RDC LIVEX 25

On the 12th and 13th of June 2024, Strasbourg became the focal point for the future of European military readiness.

EUROCORPS’ Headquarters hosted the Initial Planning Conference (IPC) for the upcoming MILEX 25 - I / RDC LIVEX 25 exercise, a significant event conducted by the Director of the Military Planning and Conduct Capability (DMPCC) with the support of the European Union Military Staff (EUMS). This conference set the groundwork for a comprehensive Strategic, Operational, and Tactical level Alert and Deployment Exercise (ALERTEX/DEPLOYEX), aiming to test and enhance the capabilities of the EU's Military Planning and Conduct Capability (MPCC) alongside the EU Rapid Response Forces (RRF).

As host of the IPC, EUROCORPS will also act as the Force Headquarters (FHQ) for MILEX 25 - I / RDC LIVEX 25, with Bakony Training Area in Hungary selected as the location for the execution of the RDC Live Exercise. The deployment of the EU RDC to Hungary will take place during the DEPLOYEX phase of the exercise, simulating a swift deployment to an emerging crisis.

Objectives and Scope of MILEX 25 - I / RDC LIVEX 25

MILEX 25 - I / RDC LIVEX 25 is designed to push the boundaries of the EU’s military preparedness through a series of complex and integrated exercises. The exercise will focus on several key objectives:

  1. Training the MPCC: Central to the exercise is the training of the MPCC in alerting and deploying the EU Rapid Response Force. This will ensure that the EU's military command structure can effectively respond to crises with swift and decisive action.
  2. Enhancing Readiness and Interoperability: Another primary goal is to bolster the readiness and interoperability of the EU Rapid Response Force. By establishing a robust framework for deployment, the exercise aims to facilitate seamless cooperation and coordination with local and regional actors and Host Nations.
  3. Tactical Level Training: The exercise will also provide tactical level training opportunities for the deployed Rapid Response Forces.

Strategic Importance and Expected Outcomes

The strategic importance of MILEX 25 - I / RDC LIVEX 25 cannot be overstated. It represents a critical opportunity to support force objectives related to Command and Control (C2), force projection, and sustainment. The exercise is expected to significantly improve the interoperability of the EU Rapid Deployment Capacity (RDC), ensuring that the EU is well-prepared to conduct autonomous Crisis Management Operations.

One of the key aspects of the exercise will be the focus on command and control mechanisms. Effective C2 is essential for the successful execution of any military operation, and MILEX 25 - I / RDC LIVEX 25 will test the EU’s capabilities in this area.

Additionally, the exercise will explore force projection and sustainment strategies, ensuring that the EU Rapid Response Forces can not only be deployed rapidly but also be sustained effectively in a prolonged operation. This involves logistics, supply chain management, and coordination with various support units to maintain operational efficiency.
