First months into the position, the new Head of Mission of the European Union Advisory Mission in Iraq (EUAM Iraq), Anders Wiberg, shares his first impressions, priorities and challenges of the EU’s civilian crisis management mission.

Since 2014, the EU Advisory Mission (EUAM) has advised on the Ukrainian civilian security sector reform in the field of law enforcement and the rule of law. After the full-scale Russian invasion on 24 February, the Head of Mission Antti Hartikainen implemented the evacuation of staff from EUAM’s Kyiv HQ and four regional field offices. All international colleagues safely left the country, and some local colleagues, permitted to do so under the martial law introduced, also joined the convoy. Now that EUAM has returned with a limited number of international staff to its headquarters in Kyiv with plans to increase its presence in Ukraine further, the situation permitting, Mr Hartikainen shares lessons from the past three months.

Uprisings in Iraq in late 2019 resulted in more than 600 protesters killed and over 20,000 wounded in the first six months. EUAM Iraq aims to share the tools, insights and experiences for the Iraqi forces to be able to make the right and just decisions in these critical situations and strike a delicate balance between safeguarding the rights to demonstrate, preventing and de-escalating violence, and protecting people and properties.

Providing security along 5,700 kilometers of border is a daunting task in a country with only 55,000 defence and security forces. It is in this context that EUCAP Sahel Niger’s Mobile Border Units are helping Niger to respond more decisively and flexibly to security threats.
