The European Union (EU) is an economic and political partnership between 27 European countries, playing a key role in international affairs through diplomacy, trade, development aid, and cooperation with global organizations. The EU is represented abroad by over 140 diplomatic missions, known as EU Delegations, which function similarly to embassies.

The EU Delegation to Guinea-Bissau operates as a fully-fledged diplomatic mission, working closely with the embassies and consulates of EU Member States. We represent the European Union in its engagement with the Government of Guinea-Bissau in areas within the EU’s competence.

We offer

The EU Delegation to Guinea-Bissau is recruiting a Programme Assistant to be based in Bissau to join temporarily its Cooperation Section, notably the sector covering the social sectors.

The successful candidate will work under the supervision of the Head of Cooperation and the coordination of the Team Leader of the Human Development and Governance sector, providing support on the management of interventions in the social sectors, notably on health, education, vocational training and culture. The role may evolve based on the needs of the Delegation and its operations.

Main Responsibilities

  • Programme and project cycle support:
  • Assist in programming, identification, formulation, implementation, and evaluation of projects.
  • Assist in monitoring projects; assist in field visits, reports, audits, and evaluations.
  • Provide administrative and technical support (e.g. documentation preparation, follow-up).
  • Stakeholder coordination and engagement:
  • Provide support in maintaining working relations with local/international partners and public institutions.
  • Participate in sector coordination platforms and technical and financial partners groups.
  • Support dialogue between EU, civil society, and other stakeholders.
  • Thematic and sectoral follow-up:
  • Monitor sector developments in health, education, vocational training and
  • Assist in drafting sector briefs, reporting, and information notes for internal and external use.
  • File & Archive Management: Maintain electronic and physical records for the section
  • Other tasks: support team tasks and flexibility in handling other related files in the interest of the service.

Employment Conditions

  • Salary: Highly competitive.
  • Contract Start Date (indicative): 16st May 2025
  • Contract Duration: Initial 3-month interim position

Minimum Requirements (Eligibility Criteria)

  • Education: University degree in a relevant field such as development studies, public administration, international relations, political science, economics, social sciences or other areas related to the social sectors covered by the post.
  • Experience: At least 7 years of professional experience in:
  • Project or programme management and administration.
  • Experience with donor-funded projects (experience with EU-funded projects and knowledge of the main procedures and approach would be a strong asset)
  • Languages: Fluency in Portuguese and a working proficiency in English or French (at least B2 level according to the Common European Framework of Reference for Language-CEFR[1]).
  • Legal Requirements: Must have the right to reside and work in Guinea-Bissau.

Desirable Qualifications (Selection Criteria)

  • Good knowledge of project cycle management.
  • Expertise in the areas of social sectors covered by the post: health and/or education and vocational training. Experience in both areas would be a strong asset.
  • Strong analytical and problem-solving skills.
  • Strong sense of initiative, responsibility, organization, reliability, and teamwork.
  • Strong interpersonal and communication skills.
  • Good command of Microsoft Office (Word, Excel) and relevant software.
  • Strong written and oral communication skills in Portuguese, English and/or French.

 Selection process

After the application deadline, all eligible applications will be reviewed by a Selection Committee. Depending on the number of applications received, the selection process may consist of multiple stages, including an initial screening based on the cover letter and CV, followed by interviews.
