EU-NATO 11th Progress Report: How the EU Strengthens Euro-Atlantic Security
Security starts with cooperation
We are not alone in this struggle. Our long-standing strategic partnership with NATO, based upon the Joint Declarations from 2016, 2018 and 2023 and a set of 74 Common Actions agreed in 2016/17, has built a strong framework for a far-reaching cooperation.
The 11th EU-NATO Progress Report shows how the staff of both organisations is turning this partnership into practical results—combining NATO's military strength with the EU's unique political, security, defence, economic and regulatory tools. This cooperation avoids duplication and ensures mutual reinforcement towards shared goals.
The EU delivers on defence investment and innovation
Today, the EU is investing in defence, strengthening military mobility, including through dedicated EU legislation, boosting Europe's defence industry and accelerating innovation.
It is helping Member States develop the capabilities they need while making it easier for forces to move across Europe when speed matters most. These efforts strengthen Europe's contribution to transatlantic security and reinforce NATO's collective defence.
Building resilience against a range of threats
Security is no longer limited to the battlefield. The EU plays a leading role in protecting critical infrastructure, countering cyber threats, tackling foreign information manipulation and interference, as well as strengthening societal resilience. Working together, the EU and NATO are helping Europe address the challenges of today - and prepare for those of tomorrow, delivering what is effectively a 360-degree response to current security threats
Standing with Ukraine
The EU has mobilised unprecedented support for Ukraine – over EUR 200 billion – part of which has been dedicated to direct military support, helping the country defend its sovereignty while strengthening European security.
Together with NATO's support, these efforts demonstrate the strength of a coordinated transatlantic response to Russia’s invasion.
One goal, complementary strengths for a stable, secure Euro-Atlantic area
The question is no longer whether the EU and NATO should work together. The question is how much more they can achieve together.
The EU and NATO bring different tools, but they share the same objective: a secure, resilient and stable Euro-Atlantic area. A stronger European Union directly strengthens European security and, in turn, strengthens NATO and transatlantic defence as a whole. When Europe invests in its own security, NATO becomes stronger too.
The 11th EU–NATO Progress Report reflects the maturity of this partnership. It shows clearly how our cooperation has become more tangible, practical, and operational — delivering real results for the security of Europe and the transatlantic area.
