Defence: Press remarks by High Representative/Vice-President Josep Borrell during his visit to Tapa Military Base

I am very grateful to the Minister [for Foreign Affairs] of Estonia, my colleague and friend Margus Tsahkna. Also to the Colonel Tarmo Kundla, commanding the Estonian troops - here at the Tapa Army Base, where NATO troops are being hosted in Estonia.

It is important, the presence of NATO troops in Estonia, to provide deterrence against Russia, and increase security commitments that NATO provides through their allies and, in particular, Estonia.

Estonia is a good example. Estonia is increasing its military defence, spending more, [and] increasing its military capacity.

Everybody in NATO [and] everybody in the European Union has to follow the Estonian example in order to increase our defence capacities.
For years, we believed that war was not going to happen. Unhappily, it happened in Ukraine. We were not expecting Russia to attack Ukraine, and they did, in spite of so many times [when] they were saying: “No, we are not going to do it.” They did [it].

There is a fierce battle in Ukraine. Ukrainians need our support. In order to support them, we have to have military capacity, a stronger defence industry and the political will to do that.

Once again, we want to show that Ukrainians need our support. Estonia is doing a lot, increasing their own capacity and providing support to Ukraine - increasing their defence industry capacities in order to produce more.  
Everybody in Europe, [and] the European Union, has to do the same thing. It is not because we want war. We do not want war. We want peace – but we want a just peace.  

We want peace that protects the territorial integrity and sovereignty of Ukraine. The European Union is not looking for war, we are not the ‘war’ party. We are looking for peace, but peace has to be based on Ukraine’s survival, on its sovereignty [and] on its territorial integrity.  
This is what Ukrainians are defending. And that is [what] the European Union’s Member States, the European Union’s institutions, myself, and everybody in Brussels are pushing for.  

So, this is a good example. I am happy to be here to show [and] to see how the Unites States, the United Kingdom, France and Estonians are - together - providing a deterrence and defence capacity to this country - as a NATO member, as a European Union member.
