The 5^th meeting of the Consultative Group between the European Union and Belarusian democratic forces and civil society organisations took place on 11 June, in Brussels. The EU reaffirmed its unwavering support for the people of Belarus and their legitimate democratic aspirations.

The Consultative Group addressed the human rights crisis in the country, highlighting the plight of nearly 1,200 political prisoners who must be immediately and unconditionally released, as well as accountability for those responsible for systemic repression.

Participants also addressed Belarus’s increasing cooperation with and dependence on Russia, including the regime’s role in supporting Russia’s war of aggression against Ukraine and the continued instrumentalisation of migration at the EU borders. 

The meeting took stock of concrete measures to foster democratic resilience, including enhanced support for civil society, Belarusian independent media, youth mobility and access to education in the EU. Participants also exchanged views on countering propaganda and reinforcing foundations for future democratic transition in the country.

The EU reiterated its dual track approach: maintaining pressure on the regime including through targeted restrictive measures while continuing to support the people of Belarus. It reaffirmed its readiness to activate the €3 billion comprehensive plan once Belarus embarks on a democratic path.

Since the 2020 fraudulent elections, the EU has mobilised nearly €170 million to support the Belarusian people’s democratic aspirations. The EU remains resolute in supporting Belarusian independent media and civil society, and in pursuing justice for victims of oppression and accountability for perpetrators of human rights violations.

The meeting was co-chaired by EEAS Managing Director Michael Siebert and the leader of Belarus’s democratic forces Sviatlana Tsikhanouskaya.
