On 20 January 2020, the second European Union - Brazil Cyber Dialogue took place in Brussels. Both sides shared updates on recent cyber policy developments and international cyberspace issues. Delegations exchanged views on recent developments and identified potential areas for strengthening cooperation on cyber issues.

The EU and Brazil also shared their assessment on the applicability of international law to cyberspace, norms of responsible State behaviour, and confidence building measures, as well as exchanged views on ways to further improve global understanding on a framework of conflict prevention, cooperation and stability in cyberspace within the UN Open Ended Working Group and the Group of Governmental Experts. Both sides agreed that the two processes should work in a complementary manner, building on the consensually agreed reports of previous UN Groups of Governmental Experts.

The Cyber Dialogue between the EU and Brazil was initiated in 2014, and the latest took place in Brasilia on 6 December 2017.

The delegation of Brazil was led by Mr. Marcelo Câmara, Head of Division of Disarmament and Sensitive Technologies, Brazilian Ministry of Foreign Affairs, also Coordinator for the cyber security within the Brazilian Ministry of Foreign Affairs. Mr. Rory Domm, Deputy Head of Division from Security and Defence Policy Directorate at the European External Action Service led the EU delegation, which also included observers from EU Member States.
