The European Union supports Ukraine's digital transformation: results of EU4DigitalUA's work

EU4DigitalUA has developed more than 50 e-services, introduced an e-signature in line with EU standards, facilitated the modernisation of 10 registers and scaled up the Trembita system.

Over the past four years, the EU-funded EU4DigitalUA project has supported Ukraine's digital transformation. As of the end of March 2024, the e-Governance Academy team has completed the implementation of three project components with a total budget of €10 million. These components are interoperability and digital government infrastructure, electronic services development, and cybersecurity.

"Ukraine has created a uniquely effective e-governance system and is effectively using digital tools to overcome the challenges caused by war. EU4DigitalUA has demonstrated how joint efforts of the European Union and Ukraine can bring about real change and improve the quality of people's lives. The EU welcomes the project's achievements and continues to support Ukraine's digital transformation within the framework of the DT4UA project," said Katarína Mathernová, Ambassador of the European Union to Ukraine.

"Four years ago, Ukraine embarked on its digitalisation journey. We set ourselves an ambitious goal - to build the most convenient digital state in the world. Our reliable partners help and support us along this path. I am grateful to the European Union and the e-Governance Academy for their consistent support of Ukraine's digitalisation. Thanks to the cooperation under the EU4DigitalUA project, we have managed to build digital infrastructure and improve cybersecurity. Your support helps us to quickly and efficiently launch even more convenient e-services for millions of Ukrainians.," said Mykhailo Fedorov, Deputy Prime Minister for Innovation, Education, Science and Technology Development - Minister of Digital Transformation of Ukraine.

The project's work contributed to the development of digital infrastructure, supported the Trembita system, and facilitated its upscaling. In four years, the system has conducted more than 5 billion secure data exchanges between government information systems. This was achieved thanks to the project's work on the modernisation of 10 major state registers, the creation of the Diia.Engine platform, and the implementation of 59 web services and 66 web clients based on the system. EU4DigitalUA also contributed to the harmonisation of Ukrainian electronic trust services with eIDAS regulations, bringing Ukraine closer to the EU's digital single market.

The EU4DigitalUA project contributed to the roll-out of 54 e-services that made public services more accessible and efficient. Among them are 3 unique complex services that contain up to 15 services each:  e-Entrepreneur, enrolment of foreign students, and the e-Residency programme. The project has also contributed to the development of digital COVID certificates, extracts of no criminal record, and marriage registration applications in Diia app.

"In almost four years of the EU4DigitalUA project, Ukraine has made a big leap forward in the area of public administration digitalisation, and we are glad to be able to contribute to this process.  We are proud of the results we achieved and are confident that they will continue to serve as a solid foundation for Ukraine's further digital development," said Hannes Astok, Executive Director of the e-Governance Academy.

Strengthening cybersecurity was also among the project's priorities. Two waves of practical cyber exercises were conducted, and project experts developed recommendations for the exchange of information on cyber threats, which helped to harmonise Ukrainian legislation with the EU regulations and improve the response to large-scale russian cyber attacks during the war. Moreover, a Personal Data Access Monitoring Subsystem was developed and technically implemented which will help Ukrainians to control their personal data better.
