EU4DigitalUA has developed more than 50 e-services, introduced an e-signature in line with EU standards, facilitated the modernisation of 10 registers and scaled up the Trembita system.

Over the past four years, the EU-funded EU4DigitalUA project has supported Ukraine's digital transformation. As of the end of March 2024, the e-Governance Academy team has completed the implementation of three project components with a total budget of €10 million. These components are interoperability and digital government infrastructure, electronic services development, and cybersecurity.

The project's work contributed to the development of digital infrastructure, supported the Trembita system, and facilitated its upscaling. In four years, the system has conducted more than 5 billion secure data exchanges between government information systems. This was achieved thanks to the project's work on the modernisation of 10 major state registers, the creation of the Diia.Engine platform, and the implementation of 59 web services and 66 web clients based on the system. EU4DigitalUA also contributed to the harmonisation of Ukrainian electronic trust services with eIDAS regulations, bringing Ukraine closer to the EU's digital single market.

The EU4DigitalUA project contributed to the roll-out of 54 e-services that made public services more accessible and efficient. Among them are 3 unique complex services that contain up to 15 services each:  e-Entrepreneur, enrolment of foreign students, and the e-Residency programme. The project has also contributed to the development of digital COVID certificates, extracts of no criminal record, and marriage registration applications in Diia app.

Strengthening cybersecurity was also among the project's priorities. Two waves of practical cyber exercises were conducted, and project experts developed recommendations for the exchange of information on cyber threats, which helped to harmonise Ukrainian legislation with the EU regulations and improve the response to large-scale russian cyber attacks during the war. Moreover, a Personal Data Access Monitoring Subsystem was developed and technically implemented which will help Ukrainians to control their personal data better.

EU4DigitalUA is part of the European Union’s support to Ukraine and continues the work of the EGOV4UKRAINE project, implemented in 2016-2021 within the U-LEAD with Europe Programme. With a budget of EUR 20.5 million, EU4DigitalUA is focused on the further development of digital government infrastructure, public e-services, cyber security and data protection. The project is funded by the European Union and jointly implemented by the e-Governance Academy (eGA, Estonia) and the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP, Spain).
