GLOBAL GATEWAY
Global Gateway is the European strategy to boost smart, clean and secure connections in digital, energy and transport sectors, and to strengthen health, education and research systems across the world. Through a 'Team Europe approach', Global Gateway brings together the EU, its Member States and their financial and development institutions to mobilise the private sector to leverage investments promoting sustainable growth.
Since South Sudan’s independence in 2011, the European Union has disbursed over € 1.5 billion to support the country’s development. The EU’s engagement follows a strategic approach aimed at promoting sustainable, high quality and transformational projects.

Global Gateway offer in South Sudan
South Sudan faces significant socio-economic, climate, displacement and security challenges. In line with the Global Gateway strategy, the EU has been working to address the immediate needs of the population in the country, while promoting sustainable, inclusive, and green development throughout its territory.
As long-standing and trusted partners, the EU and its Member States are committed supporting South Sudan become a more stable, resilient, and peaceful country. Under the Neighbourhood, Development and International Cooperation Instrument (NDICI-Global Europe) the EU allocated more than 400 Million EUR since 2021, with a main focus on 1) Green and Resilient Economy, 2) Human Development, 3) Good governance, peace and the rule of law for a fairer society.
In accordance with the EU Global Gateway sector priorities, the EU Delegation in South Sudan is making important investments in Health and Education, Green and Climate Sustainable Economy, Transport and Energy
Health: supporting the national public health system to expand access to a basic package of health and nutrition services, improve health sector stewardship, and strengthen the health system. The EU support pays particular attention to women of reproductive age and children under five, but also categories at risk of exclusion such as refugees. More than 850 health facilities are supported. Climate-sensitive planning and service delivery are incorporate to mitigate the health impacts of climate change and climatic shocks. Conflict-sensitive approaches are used to ensure equitable access to services
Education and research: to strengthen basic education and expanding TVET access for youth enhancing graduate training through international partnerships such as Erasmus+ and supporting CSOs and local authorities to improve national coordination in the education sector. Financial support is also helping to expand education for girls, displaced children, and adult learners, while improved teacher training aims to raise the quality of education, particularly in marginalised areas.
Climate and energy, including sustainable agriculture, biodiversity protection and sustainable ecosystems management. Within the framework of the EU's regional Nature Africa initiative, the EU Delegation is contributing to safeguarding unique landscapes through a people-centered and innovative approach that creates jobs, improves security, enhances sustainable livelihoods, and preserves ecosystems and wildlife. The EU is also active in addressing climate-induced displacement by supporting initiatives that aim to restore the environment, create natural protection against floods, improve food security, and assist families as they return, resettle, and rebuild their livelihoods. For example, in Unity State—where widespread deforestation, severe flooding, and protracted displacement have had a major impact—the EU supported a large-scale tree-planting campaign. Sustainable agriculture, particularly sustainable agri-value chains, is central to the EU’s support to the socioeconomic development of South Sudan. In the Energy sector, recently, the EU promotes the solarisation of key infrastructure, and, in partnership with AfDB, planned the construction of a high-tension transmission power line between South Sudan and Uganda, aimed at supplying the country with adequate, reliable and affordable electricity.
Transport, investments on the development of critical infrastructure to enhance connectivity and regional trade. For example, to improve access to markets of rural areas with agricultural potential, the EU supported the construction and completion of key feeder roads and bridges—such as the Nyamlel Bridge, a strategic trade link between South Sudan and Sudan. On the other side of the country, the EU is supporting the improvement of the infrastructure at the border post of Nimule–Egula and reduce trade barriers, along with the development of a market space and a corresponding intervention on the Ugandan side, aims to facilitate and strengthen cross-border trade. These efforts are part of a broader vision to improve regional integration through the Cairo–Khartoum–Juba–Kampala Strategic Corridor, which should enhance trade, mobility, and investment across Africa and between Africa and Europe.
Digital, regional projects aimed at supporting ICT regulation in South Sudan and promoting the development and adoption of e-governance, e-commerce, and e-payment systems in the country.

Energy: The Uganda-South Sudan Power Interconnection Project
Currently, only 5% of South Sudan’s population has access to electricity, with rural areas having just 2%. Energy needs are largely met through biomass or, in towns, through polluting generators. Limited energy infrastructure has hindered economic growth and job creation, particularly for youth. The Uganda-South Sudan Power Interconnection Project, co-financed by the EU and AfDB, aims to bridge this gap by connecting South Sudan’s energy grid to Uganda, providing affordable and reliable electricity. This aligns with South Sudan’s Vision 2040, supporting economic diversification in agriculture, industry, and services. The project will also establish the groundwork for long-term energy infrastructure and facilitate South Sudan integration into the Eastern Africa Power Pool.
