The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Peru monitors EU policies that are relevant in Peru and in the region (e.g. trade, the fight against drugs, sustainable development, climate change, human rights, and humanitarian aid) and reports on these to headquarters. It also monitors Peruvian politics and policies and Peru´s commitments under the EU-Peru Trade Agreement that entered into force in March 2013. This includes market access obstacles and difficulties encountered by EU businesses in Peru, as well as other issues such as human rights, social policy, the fight against illegal drugs and multilateral issues, such as climate change. The Delegation carries out press and public diplomacy activities, participates in, and follows up with the high-level political dialogue instituted by the Memorandum of Understanding on Bilateral Consultations between the EU and Peru (2009) along with a number of specific Sector Dialogues.

We offer a post of Policy Officer. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Trade affairs Officer – this job function may be changed in accordance with the needs of the Delegation.

Under this job function, the successful candidate will serve as technical and support staff to the Trade Section. The Trade Section in the EU Delegation to Peru is responsible for trade and economic affairs covering both Peru and Bolivia. Under the authority of the Head of Delegation and the Head of the Trade Section, the successful candidate will be in charge of trade, investment and economic affairs between the EU and Peru and between the EU and Bolivia and will be responsible for contributing to priority trade files. Their tasks and responsibilities will include:

General functions:

• Analysis and follow-up of the national and regional policy and legislative context related to trade and investment policy, developments in Peru and Bolivia, in the pursuit of EU trade and economic interests.
• Information and intelligence gathering on policy developments and on views in the public and private sectors, academia and the press related to trade, investment and economic policies, as well as contribution to the communication activities of the Section.
• Develop working relations with the relevant national authorities, private sector representatives, professional organisations, international organisations, Member States and other embassies, and represent the EU position in contacts with those stakeholders;
• Write briefings and speeches, and prepare presentations, on trade, investment and economic affairs for the Head of Delegation and the Head of Section.
• Contribute to the Delegation's periodic and ad hoc reporting to HQ on trade and economic issues
• Monitor the implementation of the EU-Peru FTA and provide assistance to the Head of Section on any trade or economic issues, particularly those arising in the context of the FTA or other market access issues affecting EU interests in Peru.
• Assist in the preparation of meetings (including Trade Committees and sub-committees), visits and missions.
• Contribute to monitoring the implementation of the EU autonomous measures, and advice and assist the HoS on any issues, arising in the context of the EU Green Deal. Specific technical areas may be assigned according to competencies and experience.
• Contribute supporting policies and activities from other relevant DGs (DG MARE, DG ENV, DG CLIMA, DG EMPL, DG TAXUD, DG ECFIN, DG ENER, DG GROW, DG CNECT.
• Monitor Peru's and Bolivia’s positions in on-going or planned multilateral, regional, or bilateral trade or economic engagements (including trade negotiations, and the relation with international organisations such as the OECD), and monitor regional policies and regional integration matters in connection with trade.
• Perform other related duties as required, including a variety of administrative tasks necessary for the final delivery of the section’s outputs.

Specific functions

• Retrieve, structure and analyse trade, investment and economic data, and draft and prepare reports on trade-related issues, including market access, investment, public procurement, intellectual property, competition policy or technical regulations.
• Contribute to monitoring the implementation of the TSD subcommittee (implementation of ILO conventions, environment agreements, responsible business conducts among other things) and advice and assist the HoS on any issues, arising in the context of the EU Green Deal. Specific technical areas may be assigned according to competencies and experience.
• Contribute actively in the resolution of differences/trade irritants between the EU and Peru, the EU and Bolivia.
• Contribute to develop policy dialogue around matters related to the Global Gateway (Digital, Agriculture, Infrastructure, Transport, Health, Sustainability matters).
• Establish and develop contacts with the local Chambers of Commerce and the EU member states, commercial associations, and with the national authorities responsible for trade.
• Upon request assist, the cooperation section in the preparation and implementation of related cooperation projects within the limits set by the flexibility arrangements between the trade services.

We offer a competitive position in an international environment with working 37.5 hours per week and a starting salary of 15000 PEN per month. The position offers a post for a local agent in a functional group 1. Benefits, such as additional pension scheme and medical insurance, are offered to employees and their families under certain conditions.

Selection Criteria

Minimum Requirements:

1. Medically fit to perform the required duties;
2. Enjoys civil rights and permits for employment under local law;
3. Excellent command of both English and Spanish (at least C1 level);
4. University degree in economics, business, international relations, international trade, law, political science or related field.
5. At least 3 years of relevant professional experience in private or public sector.
6. Good knowledge of EU policies and the role of the EU and the EU Delegations, in this respect.
7. Excellent knowledge of technical aspects related to trade and economic policy.

The following will be considered an asset:

1. Master's degree or equivalent in the relevant field.
2. Good knowledge of Latin American, regional (Andean) and Peruvian and Bolivian economy and trade relations.
3. Knowledge of French.
4. Experience working in a multi-disciplinary team and in a multicultural environment, such as in an Embassy, an EU Delegation or another international organization.
5. Personal skills: Motivation, ability to work independently and in a team, respect deadlines, establish and maintain professional network, liaise with various stakeholders, analyse and synthesize large volumes of information, communicate clearly with various audiences.

The process

After the deadline for applications, the eligible applications will be admitted to the selection by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase, which may include an interview if necessary – during this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
