Second Call Published under the Bosnia and Herzegovina – Montenegro Programme 2021–2027

The Second Call for the submission of project proposals has been published under the IPA III Cross-Border Cooperation Programme Bosnia and Herzegovina – Montenegro 2021–2027.
The deadline for submitting project summaries is 28 November 2025.
The Call is open to public authorities at all levels and institutions with competences and responsibilities related to the prevention and management of risks associated with climate change, such as flood/fire/landslide risk management, nature protection, water management, hydrometeorology, agriculture and forestry, spatial planning; civil society organisations active in the fields of climate change, agriculture, forestry; emergency services and humanitarian aid; educational and training organisations and institutions; research and scientific organisations and institutions; and local and regional development agencies.
Under this Call, projects valued up to EUR 500,000 will be supported, aiming to strengthen the capacities of public authorities and emergency services for managing risks of natural and human-induced disasters. In addition, projects up to EUR 400,000 will be supported to strengthen the capacities of local authorities, economic operators and civil society organisations to address the challenges of climate change.
The project duration is limited to 30 months for projects focused on strengthening the capacities of public authorities and emergency services for managing risks of natural and human-induced disasters, and 24 months for projects focused on strengthening the capacities of local authorities, economic operators, and civil society organisations to address climate change challenges. The total budget of this Call amounts to EUR 3.33 million.
The programme area in Montenegro covers the municipalities of Berane, Bijelo Polje, Kolašin, Mojkovac, Petnjica, Pljevlja, Plužine, Šavnik, Žabljak, Danilovgrad, Nikšić, Herceg Novi, Kotor and Tivat.
In Bosnia and Herzegovina, the programme area includes Breza, Olovo, Vareš, Visoko, Foča (FBiH), Goražde, Pale (FBiH), Fojnica, Kiseljak, Kreševo, Čapljina, Čitluk, Jablanica, Konjic, Mostar, Neum, Prozor-Rama, Stolac, Ravno, Grude, Ljubuški, Posušje, Široki Brijeg, Centar Sarajevo, Hadžići, Ilidža, Ilijaš, Novi Grad Sarajevo, Novo Sarajevo, Stari Grad Sarajevo, Trnovo, Vogošća, Kupres, Livno, Tomislavgrad, Berkovići, Bileća, Višegrad, Gacko, Istočni Mostar, Istočna Ilidža, Istočni Stari Grad, Istočno Novo Sarajevo, Pale, Sokolac, Trnovo, Kalinovik, Kupres, Ljubinje, Nevesinje, Novo Goražde, Rogatica, Rudo, Trebinje, Foča and Čajniče.
