Interim Worker in the Cooperation Section

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to Jamaica (Kingston) works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Jamaican government in areas that are part of the EU’s remit.
We offer
The post of Interim Worker in the Delegation’s Cooperation Section. The team consists of 15 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of the Cooperation Section, providing support, expertise and assistance in mainly cooperation issues.
The following main tasks and duties are currently required:
Interim Worker 1:

support the project managers in Energy and Infrastructure for policy dialogue and the diverse programmes with these components;
Interim Worker 2:
-
focus on communication and visibility, assistance to the ComCord on these issues; horizontal issues, youth focal point, support with cooperation facilities and with donors coordination.
Tasks performed by both Interim Workers may include:

analyse, follow-up and give updates on the political, economic and social situation in the countries under the responsibility of the Delegation;

contribute to sector analysis and to the definition of Multiannual Programmes in cooperation with the partner countries and other Commission and EEAS services, including a description of strategy, sectors and partners to be financed and ensure their follow-up;

support Headquarters in the programming process and participate in the identification and selection of projects based on the mechanisms established to this effect (drafting concept notes, action documents, AAP and project fiches).

contribute to the programming, identification and appraisal in close cooperation with the beneficiary institution(s) in the countries under the responsibility of the Delegation, if and when such programmes are decided in the programming process; monitor ongoing projects, attend management and monitoring meetings, elaborate progress reports on projects and propose action if and when needed. Maintain contacts with other donors;

assist with all aspects of the procurement process (drafting Terms of Reference, launching tenders, etc.);

contribute to the evaluation of projects, including audit; ensure the follow-up of the implementation of projects and the performance of project managers and partners, monitor contractual obligations (via periodic reviews, audits, reporting and assistance, etc.) and gather and handle external expertise;

encode entries accurately and comprehensively in CRIS and OPSIS and / or conducts the quality checks (e.g. accuracy and comprehensiveness) of data entered in CRIS and OPSIS;

assess the relevance, effectiveness and efficiency of the approved programs / projects and the Commission strategy;

analyse and follow up the results and recommendations of evaluation reports and audits. Ensure the “retro-feeding” of experiences.

produce and disseminate the results of projects at workshops, seminars, conferences and other public events;

extract and disseminate best practices and facilitate exchange of experiences;

contribute to the production of publications;
-
draft speeches and speaking notes in the sectors of concern when required;

ensure liaison with the countries under the responsibility of the Delegation on aspects concerning cooperation programs / projects.

as ComCoord, in coordination with PPI and under the supervision of the HoC, coordinate all aspects related to visibility and communication of the EU external cooperation.
The base salary will depend on relevant and verified employment experience, at a maximum of 477,000.00 JMD (gross) per month.
The expected start date will be 1 May 2025.
Minimum requirements / eligibility criteria (necessary for the application to be considered)

High School education or equivalent studies from a recognised institution

At least one year of relevant working experience in a position with a similar scope

Excellent knowledge of English (C2)

Right to reside and work in Jamaica
Assets / selection criteria (basis for awarding points to select the best applicant)
Interim Worker 1: studies in engineering
Interim Worker 2: studies in political science, law, economy or similar.

More than one year of working experience in a position with a similar scope

Experience working in a Diplomatic Mission or International Organisation

Knowledge of other EU languages, especially French

The process
After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based on assessment of the information provided in the cover letter, CV, practical testing and interviews.
Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will use the same means of publication as for this job advertisement to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
