The European Union in Cabo Verde works with national authorities, civil society, and the Cape Verdean business sector, strengthening relations between both parties in various areas and supporting the country in achieving key economic and social development goals.
The European Union in Cabo Verde also coordinates with EU Member States and other bilateral and international partners of Cabo Verde in a spirit of complementarity.

Since 1978, the Delegation in Cabo Verde has been promoting relations between the European Union and Cabo Verde within the framework of the Cotonou Agreement (2000) and the Samoa Agreement (2023), the Special Partnership (2007), and the Mobility Partnership (2008), providing a political framework for enhanced dialogue and cooperation.
As part of our relations, we work with national authorities, civil society, and the private sector to strengthen relations and cooperation between both parties in various areas.
In 2023, the EU and its Member States signed a new Partnership Agreement with the members of the Organisation of African, Caribbean and Pacific States, which will serve as the overarching legal framework for their relations over the next twenty years. This agreement succeeds the Cotonou Agreement and is now known as the “Samoa Agreement.” It covers topics such as sustainable development and growth, human rights, and peace and security.
Since 2007, the Special Partnership has substantially strengthened bilateral relations between the European Union and Cabo Verde. The annual ministerial meetings give political momentum to this partnership and serve to discuss key international issues. Cabo Verde is the only African country to benefit from this cooperation framework.
Cabo Verde also benefits from the Generalised Scheme of Preferences Plus (GSP+), which allows privileged access to the European market for Cape Verdean products.
The Sustainable Fisheries Agreement, signed in 2009, provides a framework for the volume of fishing by European vessels in Cabo Verde’s territorial waters, as well as specific support for the Cape Verdean fisheries sector.

The European Global Gateway initiative and other cooperation programs contribute to the strengthening of this evolving and dynamic relationship.
Cooperation between the European Union and Cabo Verde — including decentralized cooperation carried out jointly with civil society and municipalities — has an undeniable positive impact on both the Cape Verdean and European populations due to its long-term vision, relevance, and the financial resources involved.

Head of Delegation
The Ambassador is the Head of Delegation. She represents the EU in Cabo Verde and is responsible for the local coordination of EU Member States, ensuring a high level of coherence across the various areas of EU external action.
The Delegation of the European Union in Cabo Verde is composed of four sections:
• The "Political, Press and Information" Section monitors political affairs, human rights, and trade and economic relations between the European Union and Cabo Verde. It also manages media relations, information management, and external communication.
• The "Cooperation" Section is responsible for the implementation of bilateral and regional programs and investments.
• The "Finance, Contracts and Audit" Section is in charge of ensuring proper procedures and the implementation of contracts.
• The "Administration" Section is responsible for managing security, infrastructure, human resources, and logistical matters.
