Ambassador Carmen Moreno arrived recently in Colombo, after being appointed to represent the European Union to Sri Lanka and the Maldives. As a Spanish career diplomat, she joined the service in 1991 and has an extensive professional career mainly focused on Asia. Throughout her career she has served  in different positions at the Spanish embassies in Pakistan, India, Malaysia and China. She was also Director for International Development Cooperation in Asia, with the Spanish Agency for International Cooperation (2008-2012) and was appointed Ambassador of Spain to Thailand (2013-2017). She was also the Spanish ASEM SOM and Special Envoy for Afghanistan-Pakistan. Before coming to Sri Lanka, she served as the European Union Ambassador to Cambodia (2019-2023).

Ambassador Carmen Moreno has a Bachelor’s Degree in Law, a post-graduate degree in Armed Conflict Studies, and a Master’s Degree on Contemporary China and International Relations.
