EU supports Ukraine to train Civil Servants (04/10/2011)
Well defined and effectively implemented civil service training policies, as well as well performing training institutions are among the key conditions for building a professional and merit based civil service. The National Academy of Public Administration, office of the President of Ukraine (NAPA) and the National Agency of Ukraine on Civil Service have closely worked with civil servants and experts from France and Poland to build such as civil service. Together, they have developed conceptual, legal (contribution to the draft law on civil service), institutional (reform of the NAPA) and methodological (innovative teaching methods) tools for civil servants training and thereby consolidated the main elements for a renewed training policy in Ukraine.
The European Union has provided € 1.1 million to reinforce the Ukrainian civil service training system and to improve the overall performance of the public sector in Ukraine.
The conference dedicated to the closing of the EU-funded Twinning Project “Support to the Development of the Civil Service Training System in Ukraine” took place on Tuesday, 4 October at the National Academy of Public Administration (20 E. Potier st., Kyiv).
The opening part of the conference was attended by Mr Michael Vögele, Head of Operations Section “Good Governance and Democratisation” at the Delegation of the European Union to Ukraine, Mr Yuriy Kovbasyuk, President of the National Academy of Public Administration and Ukrainian Project Leader of the Twinning Project, Mr Viacheslav Tolkovanov, Head of the National Agency of Ukraine on Civil Service.
In the course of the project’s implementation period from October 2009 to September 2011 together the Ukrainian, French and Polish experts drafted a concept of an improved strategy for the civil servants training and a series of recommendations for the institutional development of the NAPA in accordance with its missions. These policy proposals have been taken into account in the course of the preparation of the presidential decree on the reform of the National Academy of Public Administration, which is to be adopted soon.
As far as the training methodology is concerned, the project partners have developed 4 pilot training courses that are based on the innovative teaching tools such as needs assessment, case studies and role games. 27 training managers, 36 trainers and more than 200 civil servants from central and regional administrations have been trained.
The overall objective of the Twinning Project “Support to the development of the civil service training system in Ukraine“ is to improve the civil service performance, through a new training strategy for civil servants and enhanced management and training capacity of the NAPA and its four Regional Institutes of Public Administration.
The French School of Public Administration (ENA) and Polish National School of Public Administration (KSAP), the National Academy of Public Administration and the National Agency on Civil Service have worked together for this purpose.
Twinning is an EU instrument for institution building and support to countries included in the European Neighborhood and Partnership Instrument, ENPI.
