Building upon the solid foundation of the Brazil-EU Strategic Partnership, we, the representatives of the Government of Brazil and the European Union, convened for the 12th Edition of the bilateral Digital Dialogue on March 20th, in Brasilia, Brazil.

Building upon the solid foundation of the Brazil-EU Strategic Partnership, we, the representatives of the Government of Brazil and the European Union, convened for the 12th Edition of the bilateral Digital Dialogue on March 20th, in Brasilia, Brazil.

The dialogue is a symbol of our ongoing commitment to address the full spectrum of digital transformation, encompassing key areas such as digital connectivity, digital government, integrity of information online and collaboration on digital technologies such as 5G and 6G, High Performance Computing, quantum computing; as well as the policy frameworks for data economy, artificial intelligence and digital platforms. We deem that these topics shape the digital landscape in Brazil and in European Union and justify special attention. Through open discussions and cooperation efforts, we aim to harness the immense potential of digital technologies to drive inclusive, sustainable growth, promote innovation and address the challenges of a rapidly evolving digital world.

This Dialogue is also a cornerstone of the Brazil-EU Strategic Partnership, established in 2007 to foster deeper cooperation across a wide range of political, economic, and social issues.  Our collaboration on the digital economy reflects our shared values of democracy, human rights and sustainable development, in all three dimensions. By working together to shape a thriving and inclusive digital space, we contribute to a more prosperous and secure future for our citizens and businesses.

In the lead-up to the Dialogue, we acknowledge the value of the preparatory workshops held bilaterally, which provided valuable platforms for in-depth discussions on key topical issues, namely on regulation of digital markets and services, fostering a more competitive and transparent digital environment; and on regulation of Artificial Intelligence and its implications for responsible development and use of AI technologies. The insights gained from these workshops contributed to a richer and more productive dialogue during the main governmental event.

Building on the momentum of this successful Dialogue, we identified a number of priority areas for cooperation and follow-up actions that reflect our commitment to work together and deliver concrete outcomes and deliverables. Among these are:

i) cooperate on meaningful digital connectivity projects, particularly in under-served regions of Brazil, such as the Amazon region, as a driver for social inclusion;
ii) explore the extension of the existing cooperation between European Union and Brazil stakeholders on 5G to 6G technologies and explore potential 5G use cases in key economic sectors such as agriculture, energy, mobility;
iii) support enhanced cooperation between Brazilian and European Union High Performance Computing centres, including on HPC applications;
iv) foster knowledge sharing and exchange on possible cooperation initiatives aiming at the stability and resilience of semiconductors global supply chains;
v) work on the technical interoperability of Brazil and European Union digital signature systems in view of a possible future mutual recognition;
vi) continue the dialogue on data protection and international data flows, with a view to finalizing mutual adequacy decisions;
vii) exchange best practices and promote cooperation, including on research, on the regulatory framework for the digital economy. This covers the areas of data governance, artificial intelligence and digital platforms and aims to explore common principles and possible convergence; and
viii) cooperate in international fora to promote an inclusive digital ecosystem based on our shared values of democracy, human rights and sustainable development in the digital domain.

The actual implementation of these actions will be supported by a workplan to be agreed at operational level. At our next Dialogue we will be assessing the progress made and update this list of priorities.

We are confident that this collaborative effort will further strengthen our partnership and contribute to a promising digital future for both Brazil and the European Union.
