Thematic and Regional Programs

The EU supports Uruguay through thematic and regional programs, as well as through new instruments such as the Development in Transition Facility. All EU cooperation initiatives are aligned with national development priorities in the areas of social development, gender, security, climate change and the environment. Uruguay also benefits from other EU programs with international cooperation components such as Horizon Europe, the Instrument of Association and Erasmus+. 

Currently, cooperation with Uruguay is channelled through the cooperation agreements defined between the EU and Latin America and the Caribbean. Uruguay is an active actor in Regional Cooperation programs: 

  • EUROsociAL + for the improvement of Social Cohesion in Latin American countries.
  • EUROCLIMA + for the implementation of the commitments of the Paris Agreement in the field of climate governance as well as financing and technical assistance for the execution of projects.
  • AL-Invest 5.0 to promote internationalization and boost the productivity of tens of thousands of micro, small and medium-sized enterprises (MSMEs).
  • EL PAcCTO for assistance and cooperation against transnational organized crime.
  • COPOLAD to promote the promotion of drug policies.
  • Erasmus+ through which Uruguayan students receive scholarships to study in the EU, and universities cooperate in university networks to improve and expand their academic offerings. 

The EU attaches great importance to the role played by civil society organizations in a country, due to their contribution to the formulation and monitoring of public policies, in the defence of human rights and democratic values. Since 2002, the EU contributed through the European Instrument for Democracy and Human Rights and the Support Program for Civil Society and Local Authorities to support 46 initiatives promoted by civil society for 21.5 million euros.

Confront inequalities and violence, investigating, strengthening capacities and connecting local resources

Goal

  • To strengthen civil society in the Departments of Artigas, Rivera, Tacuarembó and Cerro Largo in the protection and respect of women's rights in Uruguay. 

Main components

  • Mapping of organizations and diagnosis of their capacities.
  • Donations to organizations based on GBV response improvements and technical support.
  • Awareness and training workshops for officials and granting of graduate scholarships.
  • Pilot experiences for the construction of response routes to GBV.
  • Proposal for the creation of an Observatory of Violence at the territorial level.
  • Cycle of seminars on mental health, suicides and GBV dedicated to members of the Departmental Commissions.

Collective autonomies against gender violence

Contribute substantively to the eradication of gender-based violence in Uruguay from a Human Rights perspective.

Goal

  • To empower people, especially women, from different areas of the country who have suffered gender-based violence, for the development of their physical, economic, political autonomy and effective access to justice. Strengthen the appropriation of the Human Rights approach of key actors in the definition, execution, monitoring and enforceability of public policies on the issue of gender violence. 

Main components

  • Implement an observatory on gender violence and access to justice.
  • Create working groups with women who have experienced sexual violence and propose specific responses.
  • Implement socio-labour training for women in the groups by creating a Platform for Autonomy with public institutions and private organizations or companies that facilitate job integration opportunities.

Instrument of bilateral association between Uruguay and the European Union in the framework of Development In Transition. 

Strengthen the strategic dialogue on cooperation between Uruguay and the European Union to respond to the challenges of Development in Transition and the 2030 Agenda.

Goal

  • To design and implement a new cooperation modality within the framework of the EU Development in Transition instrument to accompany the strategic dialogue on development cooperation between Uruguay and the European Union. 

Main components

  • Workshop to identify priority areas of work for sustainable development according to the challenges presented by the new context towards the transition to development in Uruguay, aligned with the 2030 Agenda.
  • Identification and implementation of innovative initiatives that contribute to strengthening Uruguay's capacities for the transition to development.
  • Systematization of initiatives that can be replicated in Latin America and the Caribbean and in the world.

Contribute to inclusive and sustainable development in Uruguay.

  • To contribute to job creation and improvement in the competitiveness of MSMEs with a gender perspective, facilitating the empowerment of women and young people through the opportunities derived from the EU-Mercosur Association Agreement. 
  • To improve the environment in which MSMEs operate in Uruguay. 
  • To strengthen capacities for the creation and management of companies with a gender perspective (women and youth). 
  • To create and strengthen capacities to take advantage of the opportunities of the EU-Mercosur Association Agreement. 

Main components

  • Training workshops for the creation and management of export-oriented companies.
  • Dialogue tables with the business sector.
  • International trade training workshops focused on the EU-Mercosur agreement for MSMEs.
  • Organization of EU-Uruguay investment forums.

Strengthen, Participate, Advocate

Strengthen, Participate, Advocate: the National Association of Development-oriented Non-Governmental Organizations activating the 2030 Agenda. 

Contribute to sustainable development by strengthening the active participation of civil society to influence the formulation, execution and monitoring of public policies.

Goals

  • To strengthen ANONG in its management, governance, representation, positioning and participation for political advocacy.
  • To improve the conditions of the national scenario to guarantee the participation of CSOs in the public policy cycle. 
  • To contribute to gender parity in the areas of CSO participation and decision in Public Policies. 

Main components

  • Design and implementation of an organizational development plan for ANONG.
  • Preparation of a proposal for the creation of a competitive fund and meetings with key stakeholders for approval.
  • Review of the existing regulatory framework for State - Civil Society relations.
