During her visit to Mexico, on 25 May 2016, Federica Mogherini, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the EC, attended the second High Level Dialogue Mexico/EU on Security and Justice, covering a broad spectrum of issues including the combat of organised crime, rule of law and human rights. In her opening remarks, she talked about the new security threats that have emerged in Europe and the challenges posed by the migration flows and the refugee crisis.
