9th EU-Brazil Human Rights Dialogue

The IX High Level Dialogue on Human Rights between the European Union and Brazil took place on 1st December 2020 by videoconference.

The Dialogue constituted a renewed opportunity for a wide-ranging exchange of views on bilateral and multilateral matters, notably strengthening the rights of women, minorities and vulnerable groups, such as indigenous peoples, ethnic minorities, LGBTI persons, migrants and refugees and human rights defenders. The two parties also addressed the issues of freedom of expression, freedom of religion or belief, business and human rights and the protection of the right to health, access to information and other fundamental freedoms in the context of the COVID-19 pandemic. Both sides also emphasised the importance of a safe and enabling environment for civil society.

At the multilateral level, Brazil and the EU discussed current human rights developments as well as perspectives for future debates in Geneva and New York, in the United Nations Human Rights Council, particularly in the context of Brazil’s Human Rights Council membership, and the United Nations 3rd Committee respectively.

The Dialogue was preceded by a EU-Brazil Civil Society Seminar on November 26th, 2020. The Seminar gathered European and Brazilian civil society representatives and addressed the current situation and best practices related to human rights in the European Union and Brazil. A civil society representative presented and discussed the Seminar’s conclusions and recommendations with the representatives of the EU and Brazil during the Dialogue.

Overall, the discussions showed a commitment on both sides to continue promoting and improving human rights, domestically and at international level, on the basis of their common views and shared values. In this context, and with a view to ensure a continued regular interaction and follow up on these matters, both sides agreed to continue engaging between the regular Human Rights Dialogue sessions.

The High Level Dialogue on Human Rights was co-chaired on the Brazil's side by Ambassador Fábio Mendes Marzano, Secretary of National Sovereignty and Citizenship Affairs at the Ministry of Foreign Affairs. On the EU side the meeting was co-chaired by the Special Representative of the European Union for Human Rights, Mr. Eamon Gilmore.  Ambassador Marzano renewed the Brazilian government invitation to EUSR Gilmore for an official visit to Brazil. EUSR Gilmore signaled his intention to reschedule the visit as soon as circumstances permit. 

The Tenth bilateral dialogue will be held in 2021, in Brussels.
