The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

 

The EU Delegation to the People’s Republic of China is responsible for the conduct of official relations between mainland China and the European Union. In all matters pertaining to the European Union, the Delegation works closely with the diplomatic missions of the EU Member States, particularly the one representing the EU Presidency, which rotates every six months.

 

We offer

We offer a post of a Policy Assistant. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as a Policy Assistant – this job function may be changed in accordance with the needs of the Delegation. Under this job function the successful candidate will serve as support staff to:

 

Follow policy developments, collate and analyse information:

  • Keep up-to-date information regarding Chinese policies regarding the digital economy and its related legislative, regulatory as well as other (e.g. economic stimuli) impacts;
  • Follow relevant industry developments in China;
  • Distil essential information on related EU policy development for communication purposes in China;
  • Prepare reports and contribute to answering requests for information from stakeholders.

Maintain contacts with Chinese authorities and other stakeholders:

  • Support policy dialogue with different Chinese stakeholders across the range of digital economy topics and across different dialogue formats;
  • Support the organisation of relevant meetings to optimise their impact;
  • Act as a first point of contact for some Chinese stakeholders.

Contribute to project management:

  • Support and for some tasks work on independently under overall guidance related to on-going and upcoming projects in the field of the digital economy;
  • Liaise with internal and external stakeholders and vendors towards optimising the organisation of events and other outputs.

Provide operational and administrative support:

  • Perform proactively and autonomously administrative and logistical duties in relation to jobholder's own responsibilities as well as those of the Head of Section, particularly but not limited to events and visits from headquarters;
  • Liaise with internal and external stakeholders on administrative and logistical issues.

under the supervision and responsibility of the relevant Head of Section. 

 

Place of employment is located in China, Beijing. The weekly working hours are 37.5h. Starting basic gross salary of a LA II is 20253 CNY.  We offer a competitive position in a European environment. Selection Criteria

 

Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. Enjoys civil rights and permits for employment under local law;
  3. Native Chinese and very good English with the ability to translate and interpret between the two languages;
  4. High School degree;
  5. At least 3 years' professional work experience that is content wise or functionally relevant.
  6. Intellectual skills:
  • Capacity to do efficient desktop research on complex matters;
  • Ability to swiftly distil key information from complex material.
  1. Communication skills:
  • Capacity to communicate clearly, presenting complex matters in a straightforward manner.
  1. Management/Organizational skills:
  • Capacity to focus on priorities and to organize work to deliver on time, while handling multiple tasks at once.
  1. Personal qualities:
  • Commitment to quality and accuracy in performing duties;
  • High degree of conscientiousness and sense of responsibility.
  1. Interpersonal skills:
  • Flexibility to endure under pressure and to respond swiftly to new demands.
  1. Competent in office applications (such as MS Word, PowerPoint, Excel), experience in desktop research;

The following will be considered an asset:

  1. University degree preferably in economics, finance, engineering, natural sciences or analytic philosophy;
  2. Work experience in a fast-paced private sector work environment (management consulting, financial services);
  3. Experience in interfacing with Chinese authorities.

The procedure

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase which may include an interview if necessary – during this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
