The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.
The Division "Horizontal Coordination and Protocol (BA.01)" is directly attached to the Director General for Budget and Administration (DG BA). It is responsible for matters such as the Annual Management Plan, Business Continuity Plan and other planning, briefing and reporting processes. It handles requests for assistance from Delegations, in particular for administrative support and also relations with the Court of Auditors and OLAF. It also has a sector for Legal and Disciplinary Matters which cooperates closely with the EEAS Legal Division and supports the DG BA in all legal matters, in particular, with regards to staff issues, protocol, infrastructure and legal bases. The Division also includes the EEAS Protocol Service.
The position of Legal Officer in the Sector for Legal and Disciplinary Matters (BA.01.002) - contract agent FGIV as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).
Under the direction of the Head of Sector, the selected candidate will be required to provide legal analysis, advice and assistance on horizontal legal issues and policy in the field of budget and administration, including in particular and not limited to contractual, infrastructure and protocol matters.
A highly motivated colleague whose main tasks will include: preparing legal analysis/advice and policy support advice on agreements, contracts and legislation, in particular with regards to buildings policy, co-location policy, tendering, external contracts in Delegations (e.g. lease, security, purchase, works), diplomatic relations and protocol. The tasks will also include providing legal advice on legislative drafting of internal rules, implementing rules, contracts and legal instruments; providing briefing notes and legal analyses, in particular on conformity with the Financial Regulations, Staff Regulations and internal administrative rules.

The selection panel will make a pre-selection on the basis of the qualifications and professional experience described in the CV and motivational letter, and will produce a shortlist of eligible candidates who best meet the selection criteria for the post.
The candidates who have been preselected will be invited for an interview by a selection panel. The panel will recommend a shortlist of candidates for a final decision by the Authority Empowered to Conclude Contracts of Employment. The Authority may decide to interview the candidates on the final shortlist before taking this decision.
