Chair, Director General, Excellences and Distinguished Delegates,

I speak on behalf of the European Union and its member states, I would like to explain our position on the application for membership by the Russian Federation.

We understand that Ukraine is recalling to the Council the explanation of modalities for this session and in particular outlining that the agenda of this session would focus on essential items on the agenda. It is our understanding that based on the IOM’s communication on proposed modalities proceedings have already been limited to the extent possible without preventing Member States from exercising their right to oversight and direction required for the operational functioning of the organisation.

We would therefore favour to continue this session based on previously circulated agenda and in line with established traditions.

I speak on behalf of the European Union and its member states, I would like to explain our position on the application for membership by the Russian Federation.

We fully understand the concerns, voiced by Ukraine regarding Russia’s negative impact on the migration situation in Ukraine including large-scale internal displacement and distress for affected populations. We reiterate our strong condemnation of the clear violation of Ukrainian sovereignty and territorial integrity by acts of aggression by the Russian armed forces. We continue to condemn the illegal annexation of Crimea and Sevastopol by Russia.

However, universal membership of IOM has been a strategic objective of the organization, confirmed by its association to the UN system in 2016. 

Consequently, there has never been a vote on any new application for membership of the organisation.

Any new member is obliged to respect and support the humanitarian mandate of IOM, IOM’s Constitution and its Rules.

We expect the Russian Federation to contribute within the IOM‑framework to our joint efforts aimed at better addressing large‑scale humanitarian crises we are facing.
