The European Union Delegation to Lebanon, sub-office Syria, is looking for a Secretary

We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to the Syrian Arab Republic, led by a Chargé d’Affaires ad interim, represents the EU and has been based in Beirut since 2012.


We offer

We offer a post of Secretary Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Secretary – this job function may be changed in accordance with the needs of the Delegation. Under this job function the successful candidate will serve as technical and support staff to carry out general secretarial tasks such as maintaining proper clerical processes and ensuring appropriate assistance to persons concerned, as well as coordinating with secretaries in other sections. The recruited person will be also in charge of processing the administrative and IT work, provide general administrative support and document management services. Among which:

  • Provide assistance to the Head of the Cooperation Section in managing his agenda, filtering calls and noting messages, responding to requests of general nature or referring them to the relevant colleagues
  • Provide secretarial support for operational managers, particularly with reference to the registration of incoming/outgoing mail at section level and the initiation of files for circulation
  • Provide assistance in the preparation of negotiation reports, contracts, etc. falling under the competences of the cooperation section
  • Provide logistical support in the organisation and the follow-up of meetings/missions
  • Manage the section information pertaining to leaves, absences and trainings records
  • Ensure that the archives and filling system of the section is well-organised, updated, and user-friendly
  • Schedule appointments and update calendar
  • Draft verbal notes, letters and general notes
  • Take minutes of meetings
  • Any other task assigned

All of the above under the supervision and responsibility of the relevant head of section. 

Fixed Term Employment contract of a duration of two years (2) after a three- month (3) probationary period. The length of the working week shall be 37.5 working hours. The post falls under Group III, with a starting monthly basic salary of 2,484 EUR. We offer a competitive position in an international environment. Selection Criteria

Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. Enjoys civil rights and permits for employment under local law;
  3. To have a baccalaureate attested by a diploma, or a secondary education attested by a diploma;
  4. Knowledge of Arabic C1, English C1, French B1, both written and oral;
  5. IT tools: Good computer skills on MS Word, Excel, e-mail applications and other relevant programmes;
  6. Professional experience: candidates will, after obtaining the qualifications mentioned above, have acquired at least three (3) years of professional experience related to tasks described at areas of responsibilities/tasks working within multicultural or international organisations, the private sector or governmental bodies;
  7. Knowledge of Syria and its political, economic and/or legal environment will be considered an asset;
  8. A university diploma in development cooperation, international relations or humanitarian assistance will be considered an asset;
  9. High level of responsibility and ability to take initiative;
  10. Flexibility and ability to work under pressure;
  11. Excellent team spirit;
  12. A sense of discretion, confidentiality and responsibility are important prerequisites for this post;
  13. Knowledge of applications of the EEAS and the European Commission is an asset.

The procedure

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase which may include an interview if necessary – during this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
