We are

The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Ukraine is one of those 140 delegations. Its mandate includes promoting the political and economic relations between Ukraine and the European Union, monitoring the implementation of the Association Agreement between the EU and Ukraine; informing the public of the development of the EU and explaining policies and participating in the implementation of the European Union's assistance programmes.

We offer

We offer a post of Project Officer. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Project Officer – this job function may be changed in accordance with the needs of the Delegation. Under the supervision and responsibility of the relevant head of section, the successful candidate will serve as technical and support staff to:

Reporting

  • Leads the annual planning and reporting processes, by seeking and collating input from all relevant colleagues and creating a streamlined and coherent end product.
  • Leads other ad hoc requests for reports or horizontal information, and contributes to monitoring and evaluation activities as requested.
  • Provides critical inputs and analysis into all draft reporting upon request of Head of Cooperation/Section.
  • Supports the communications officer in providing information on EU activities for visibility and communications activities, and coordinates drafting of success stories.
  • Manages tracking tables for measuring and forecasting KPI results.
  • Ensures available of up-to-date general as well as more specialised presentations in cooperation with sector managers.

Quality Assurance

  • Ensures quality review and coherence of Action Documents, Annual Action Plans, Financing Agreements, Terms of References, etc.
  • Provides regular mentorship and guidance to sector managers to ensure quality reporting and takes the lead in harmonising reports.
  • Determining, negotiating and agreeing on in-house quality procedures, standards and specifications.
  • Acting as a catalyst for change and improvement in performance and quality.

Process management

  • Suggests improvements for business processes.
  • Takes part in internal and external coordination and cooperation with HQ and counterparts in the Ukrainian government.
  • Leads improvements for shared document management.

The successful candidate will be based in Kyiv. Working time: 37.5 working hours/week. The contract ("local agent" type contract - Group I) will be concluded as unlimited term contract.

Selection Criteria

Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. Enjoys civil rights and permits for employment under local law;
  3. Has a very good command of written and spoken English; native Ukrainian and Russian;
  4. University degree in one of the social sciences or Public Administration;
  5. At least 5 years of experience working in the field of development cooperation;
  6. At least 3 years of demonstrated experience in deadline driven, program implementation reporting environment;
  7. At least 3 years of experience with project management, including project cycle management, logical framework analysis, economic and financial analysis, policy dialogue;
  8. Previous professional experience in the relevant country (Ukraine);
  9. Profound knowledge of CIS countries.

After the evaluation of all applications received is over, shortlisted candidates will be invited to an interview. An interview will be held in the Delegation's premises located at 101, Volodymyrska St., Kyiv.

The procedure

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase which includes an interview – during this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
