We are

The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Iraq represents the European Union in Iraq and, as a diplomatic mission, works closely with the Member State Embassies and Missions represented in Iraq. It ensures the tasks of the EU Presidency both in Baghdad and Erbil. The EU Delegation is the permanent and principal interlocutor of the EU vis-à-vis local authorities, the international community and all other stakeholders for all matters related to EU external action. The EU Delegation strives to ensure the unity, consistency and effectiveness of EU external action in Iraq. It ensures the follow-up of bilateral relations in the political, economic, trade, energy and development areas.


We offer

We offer a post of Project Officer. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Project Officer – this job function may be changed in accordance with the needs of the Delegation. Under this job function the successful candidate will serve as technical and support staff to the Cooperation Section and provide high quality co-ordination and management of the implementation of the EC assistance programmes in Iraq as well as other support services under the supervision and responsibility of the Head of Cooperation based in Amman.


 Main Tasks


  • Contribute to the preparation of Commission Decisions on Community assistance to Iraq in the priority sectors defined by EU-IRAQ strategy, by providing analysis, proposals, reports and appraisals, elaborated in close co-ordination with the Iraqi authorities, the International Donors Community, the International Organisations (UN Agencies, World Bank, etc.), Civil Society, other International and National stakeholders and actors involved in the Iraqi reconstruction process.
  • Contribute to all aspects of the Project Cycle Management (PCM): identification, formulation, up to assessment.
  • Contribute to the procurement process relating in particular to the bilateral components of the Community assistance to Iraq (identification and selection of projects, drafting Terms of Reference, launching and evaluating tenders and/ or calls for proposals, award of contracts, etc.)
  • Ensure the supervision and follow-up of the project implementation process and the performance of project managers and partners.
  • Monitor contractual obligations (via periodic reviews, audits, reporting and assistance, etc.), gather and handle external expertise
  • Attend management and monitoring meetings, elaborate progress and evaluation reports on projects and project achievements and propose action if and when needed.
  • Represent the Commission in the co-ordination structures for assistance of Iraq including those set up under the International Reconstruction Fund Facility for Iraq (IRFFI) and other for (Sectorial Working Groups, UN Cluster Meetings, etc.)
  • Establish and maintain good and effective contacts and collaboration with the Iraqi Authorities and Institutions, with representatives of the EU Member States, the International Donors Community, the International Organizations (UN Agencies, World Bank, etc.), with the NGOs and other external partners and/or interlocutors involved in the Iraqi reconstruction process.
  • Comply with the instructions of – and maintain close contacts with – the Commission Services in Brussels. Provide contributions to briefings, reports, etc.
  • Participate in and provide support as required to incoming missions and visits by members of the European Commission and/or other EU Institutions.
  • Contribute to the production of the publications about EC assistance to Iraq and to the dissemination of the results and achievements of projects at workshops, seminars, conferences and other public events in order to enhance EC visibility.
  • Extract and disseminate best practices and facilitate exchange of experiences.

The successful candidate will be working in the Delegation's premises, located in the British Embassy compound, in the International Zone. The working hours are Sunday to Thursday from 08.30 to 16.00 hours.

We look for

We look for an energetic person and able to handle several strands of work in parallel in a high pressure environment. An ability to work well with others is vital.

Previous experience working in the public, private or international organisation sectors and as project manager would be an asset. The applicant must be prepared to operate both inside and outside the International Zone. Whilst the job will be mainly Baghdad-based, there may be occasional visits (missions) to other places in Iraq and/or outside.


Selection Criteria

Job requirements

Formal education, training and/or equivalent experience

  • University degree. Preferably in one of the following fields: Economics, International Trade, Public Finances, Business Administration, Engineering, Law, Political and/or Social Science, Public Administration.
  • Minimum of 5 years proven professional experience pertinent to the duties announced in this vacancy
  • Minimum of 2 years proven professional experience as project manager


Language skills

  • High level of proficiency in English, written and oral
  • Arabic native speaker
  • Knowledge of Kurdish will be an asset


Other requirements

  • Capacity to focus on priorities and to perform duties with speed and accuracy without immediate supervision.
  • Capacity to deal with sensitive dossiers and to make sound, logical and well – argued judgements taking into account the impact of decisions.
  • Resilience to stay positive and focused despite setbacks and challenges.
  • Communicating effectively with clarity and confidence, verbally and in writing, with sensitivity and respect for others. Capacity to draft short effective press releases will be an asset.
  • Professional experience in the management of external aid
  • Knowledge of the project Cycle Management (PCM) (identification, formulation, up to assessment)
  • Familiarity with the EC procurement and financial management rules and procedures.
  • Sound knowledge of the International Organisation (UN, UN Agencies, World Bank) and their modus operandi.
  • Sound knowledge of the International Non-Governmental Organisation (INGOs) and National Civil Society Organisations (CSOs) and their modus operandi.
  • Have a good knowledge of the situation in Iraq

The procedure

After examination of the files, applicants who meet the requirements will be invited by the Selection Committee to written tests at a venue and date to be decided at a later stage.


Unsuccessful applicants will not be notified at this stage.

Applicants succeeding the written exams will be further invited to interview at a venue and date to be decided at a later stage.


Security clearance

This job requires security clearance. The successful candidate will have to successfully attend a security interview prior to his/her appointment.


The Delegation would wish the successful candidate to take up his/her appointment shortly after the satisfactory completion of the selection process which is likely to be beginning of February 2018.
