About this consultation

The EU Delegation to Albania will launch a Call around September/October 2019 to support independent media production and is collecting information, through this informal on-line public consultation, to support the preparation of the Call.

Consultation period:  12 July – 31 July 2019

Topics: Upcoming EU support to enhance the quality of journalism in Albania through independent production, with a view to strengthening media pluralism and the freedom of expression in the context of the Copenhagen political criteria.

Objective of the consultation

The Delegation wished to receive information and views on:

  1. Themes that should be covered by the independent productions;
  2. Diversity of production format that should be supported by EU assistance;
  3. Media channels/platforms that should be targeted with the view of achieving the highest impact.

Consultation outcome

The results of the written public consultation will be carefully looked at and relevant suggestions will be considered by the EU Delegation in its drafting of an EU-funded call for proposals for independent productions with the aim of contracting grants to enhance the quality of journalism in Albania. The action will aim to support investigative reporting in thematic areas related to freedom of expression and EU integration that reflect the media's watchdog role while assisting the Albanian public in holding those in power accountable for their actions and their obligations. The EU Delegation foresees to publish the call around September/October 2019.

The EU Delegation will publish a summary of the contributions (without mentioning names of contributors) shortly after the end of the consultation period.  A link to the results will be published here.

Background

The overall legal environment for media organisations in Albania is generally conducive to the exercise of freedom of expression, but implementation remains a challenge. Media ownership is formally transparent. However the functioning of the media market remains opaque, with a number of media outlets surviving in a relatively small market with limited resources. The media sector is dominated by polarisation, self-censorship and lack of balanced and objective debate. Media is also not used in a structured manner as a means to educate the general public about the practical relevance of a range of reform processes, which significantly impact on women’s and men’s lives.

The upcoming call for proposals aims to assist in building media capacity that makes them independent, credible and accountable watchdogs and increases the quality and quantity of trustworthy journalistic work that is available to the public.

Please note that any contribution you make to this consultation is on a voluntary basis, and will not be funded. In addition, while the European Commission will carefully look at your suggestions, it is not bound by them and will take its own decision as far as the content of the call guidelines is concerned.

Your participation in this informal consultation does not exclude you from making a proposal in the upcoming call (as long as eligibility requirements are fulfilled). At the same time, please note that your participation in this consultation will not give you any advantage in the evaluation either. Indeed, equal treatment is ensured and entities that have given suggestions in the consultations and those that did not will be treated equally. Furthermore, should your suggestions be retained, this also does not give you any advantages in terms of points attributed by the evaluation committee.
