We are

The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

The EEAS Digital Solutions Division contributes to EEAS business process effectiveness and efficiency by implementing Information Communication Technology (ICT) services, tools and infrastructure.

The Division comprises several sectors dealing with budget and administration, ICT infrastructure support, Operations, Security, Network, Development, Delegation Information Systems, etc. It counts 54 statutory posts and subcontracts part of its activities to external contractors (WAN management, Helpdesk & PC Support, IS experts, etc.)

The Information Systems activities are covered presently by 16 persons (4 AD, 8 AST, 4 CA) and more than 100 external intra-muros experts. Projects cover all kinds of administrative business processes (finance, human resources, individual rights, document management, real estate management) and external policies domains (early warning systems, field security assessment, enterprise information management, etc.), and offer also collaboration platforms to end-users based on an Enterprise Social Network, Web Content Management platform and Wiki platform.

We propose

The position of IT Project Management Officer - contract agent FGIV as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).

The IT Project Management Officer (PMO) will reinforce the team to lead and run the project management office and align the project management governance model with the latest best practices fully in line with new IT and cyber security requirements to which all projects have to comply.

We look for

The candidate will be part of the Project Management Office (PMO) for the IT Infrastructure sector and this in close collaboration with the Head of Division, the IT Infrastructure Portfolio Managers and the Information System’s sector PMO. He/she will be mainly responsible for the following tasks:

  • Standardize the of IT Infrastructure project-related governance processes and facilitate the sharing of resources, methodologies, tools and techniques; ensure wherever required the latest IT and Cyber security considerations are taken into account and are formally verified;
  • ensure business requirements are well understood at initiation phase and systematically described at planning phase
  • ensure alignment of all IT Infrastructure projects to the master plan (vision, strategy and annual work plan) as agreed by the head of division;
  • oversee and prioritize the implementation of a set of IT Infrastructure and support office related projects and activities in order to deliver outcomes and benefits related to the organization’s strategic objectives; get rid of pet projects and report to the Head of Division;
  • ensure smooth transition to Operations at the project end-phase, continuously improve and rationalize Project, Programme and Portfolio Management processes, align processes with PM² methodology for project and portfolio management;
  • organize the monthly Project Review board;
  • monitor and revise project key performance indicators and improve reporting;
  • review and complement the documentation of the project management processes;
  • monitor and improve processes for contracting of project execution via external service providers;
  • support recruitment process for project staff;
  • coaching and training the PM community, organizing workshops and hands-on sessions;
  • centralize existing documentation and maintain the PMO service catalogue;
  • maintain dependencies across projects and programs in the portfolios.

Legal basis

The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS). 1

The successful candidate will be offered a contract agent position (Function group IV); renewable contract for a maximum duration of 6 years (with a valid CAST exam).

Eligibility criteria

Candidates for this contract agent IV post should:

  • (i) have passed a valid EPSO CAST in FG IV ;
    or
  • (ii) be registered in the EPSO Permanent CAST in FG IV https://epso.europa.eu/apply/job-offers_en?keyword=&contract=37&grade=Al...
  • have completed university studies of at least three years attested by a diploma;
  • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset;
  • be a national of one of the Member States of the European Union and enjoy full rights as a citizen.

SELECTION CRITERIA:

Candidates should:

  • Have an excellent ability to maintain diplomatic relations and to ensure representation, communication in a complex, multicultural environment;
  • have an excellent capacity to create constructive working relations with national authorities, international organizations and EU Member States;
  • prince 2, PM2 or PMI project management methodology certificates;
  • Portfolio Management relates certificates;
  • previous experience using “Project and portfolio Management suite” on the ServiceNow platform (ITBM module);
  • have strong drafting, communication and analytical skills combined with sound judgement;
  • experience of working in a team in multi-disciplinary and multi-cultural environment.

Specific conditions of employment

The signature of the contract will be subject to prior favourable opinion of the Medical Service.

The successful candidate might be required to undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level, in accordance with relevant security provisions.
