On 2 and 3 August 2018, Kenya was host to the 14th Steering Committee meeting of the ‘African Peace Support Architecture’ –or APSA- Support Programme, which is jointly implemented by the African Union (AU) Commission and the Regional Economic Commissions (RECs) and Regional Mechanisms (RMs) on the continent.
Through the APSA programme the AU Commission, RECs and RMs receive EU financial assistance for their efforts to prevent conflicts, engage in mediation and undertake crisis management & conflict resolution. Examples of such efforts include the ongoing AU mission in Burundi (consisting of human rights and military observers). At the meeting, the AU Acting Director for Peace & Security expressed his pleasure at the EU-African partnership to strengthen peace & security in Africa.
The Director of the Nairobi-based East Africa Stand-by Force (EASF) Secretariat praised the good relations between the AU and the RECs/RMs and thanked the EU for its funding. The meeting resolved to speed up implementation of activities under the currently ongoing 3rd phase of the programme. At the same time, a discussion was held on the outline and design of a possible fourth phase of the APSA support programme, to start in mid-2019. The Team Leader for Peace & Security at the EU Delegation to the African Union (AU) assured the African partners of the EU’s continuing commitment to African efforts to prevent conflict and engage in crisis management.
